===Government Structure=== The First Empire is divided into 12 provinces, each led by a governor approved by the president and chief advisor, and is further divided into 36 districts, 3 a province. Each district is headed by their representative in the House of Nobles. The districts are based off of the borders of ancient clans, of which the families (and representatives) are loosely descended from. The districts oversee their local territory and answer directly to the governor.
