==Development==
The scale was first developed following the [[Kerlian Civil War]] in the 1990s to inform both Kerlile and women abroad of the potential risks associated with visiting or maintaining relations with a number of nations. A survey is carried out of each nation on the Index every 2-5 years, depending on ease of access and resources available. The methodology is known to change subtly with each new iteration of the index; however a guide to the methodology has never been made public.
