==Early Life and Career== Joseph Howe Rasul Chavez was born July 12th, 1969 to Esmeralda and Howard Chavez. Esmeralda was a seamstress from rural Victoria Province, who had migrated to New Liverpool in 1960, to work for a larger state-run company. Howard Chavez was the son of a Maxmusian immigrant and a farmer and was born in South Princeton before moving to New Liverpool in 1959 to be a carpenter. Joseph was the 2nd child of the Chavez Family, with Howard Jr being born in 1962. The Chavez's had been left homeless by the Great War, although had moved in with the Estevez family in the East Bank when Joseph was born. At age 3, the Chavezs were able to move into reduced housing in [[Rivers Ward]], specifically in the aging Cove and 46th Homes. At age 5, Joseph began school at Angelo Tuck Primary, during this time Howard and Esmeralda grew distant from each other due to work and other issues. Eventually, when Joseph was 9 years old he and his now two siblings were separated from Joseph as Howard moved with his father to the new Riverside Towers. Although, Esmerlada and Howard never officially divorced, this had a great impact on Joseph's life. In 6th Year at Charles Zhou Primary, Chavez was branded as a troublemaker and was even suspended from school for punching another student in the jaw. In Secondary School Chavez was described as "un-caring" by friends and family. Despite this Joseph did well on exams and was involved in football at the school level. Throughout his childhood, Chavez was very interested in trains and the quickly building New Liverpool Metro. In his book "My Story" Chavez described skipping class to attend the opening of a Metro station. This however led to Chavez witnessing the assassination of Councilor Glenda Willis, an event that " utterly shook" the young Chavez. ===High School and Arrest=== When he was 15, Chavez started at Two Rivers High School, a poorly funded ward-run school with a high dropout and low graduation rate. It was here where Joseph became even more exposed to violence and crime, as gangs would recruit within the school. However, Joseph did well enough on the PNCE Exam and with his football skills to be offered a spot at Wells Catholic, a private school in Northrock. Howard initially didn't want his son to attend Wells, as the cost was $20,000 Marks a year, but Esmeralda managed to acquire a discount as a practicing Catholic so that Joseph could attend. Still, Howard expected his son to pick up some of the bills and thus required him to pay for $8,000 a year of the cost. Chavez was initially bullied by his teammates and classmates about his working-class background and lack of expensive clothing, although his football skills made him more popular. In 1986, Joseph was unable to collect enough funds from his job as a carpentry assistant and thus tagged along with his Wells classmates in stealing imported cars. After stealing several, Chavez was caught by Police and initially charged with multiple counts of carjacking. However, Chavez was able to convince the judge to convict his classmates instead. Chavez ended up serving 100 hours of community service as well began working at Sun-Mart to help pay for his costs. Until college, his days would often be filled with schoolwork than to his job than home. In 1987 he was accepted into New Liverpool University with a major in Economics and a minor in business. ===College Years=== Chavez started at UNL in the fall of 1987, and although he originally wanted to major in Economics, Chavez changed his major after a series of political protests began in 1988. In April, a student was fatally shot by police after an altercation for refusing to leave a restaurant where he had been panhandling to help pay his student fees. In his autobiography, Chavez said the shooting resonated with him as he previously struggled to pay fees in High School. Chavez soon became a key leader in the protests against the New Liverpool Police who had refused to fire the officers. Although the officers were acquitted, UNL reduced its fees to 12,000 a year and began offering scholarships to students who qualified for social aid. Chavez graduated in 1991 with a major in political science and a minor in finance. Upon graduation, Joseph took up his father's role as head of a carpentry company called Chavez and Son. ===Business and Early Political Career=== Joseph and his three siblings took up roles with the carpentry company, due to his knowledge of political science and law he was tasked with customers and would often end up in confrontational situations with unhappy customers. In 1994, Chavez was approached by his cousin, Luis Estevez who wanted to use the company as a front for illicit activities, Joseph refused and was seen with Estevez and soon became the target of a rival gang. In 1996, fed up with local authorities allowing gangs to terrorize businesses such as his own, Chavez ran for Ward Council. His original campaign team was various friends from UNL who volunteered time to run the campaign. Chavez chose the Center Party as his affiliation to distance himself from the Left Party and was currently in the majority on the Ward Council. Chavez ended up winning with 1,230 to 767 votes for the incumbent. At age 27, Chavez was the youngest member of the then 30-member council, yet despite this became a leading voice of opposition. Chavez became a proponent of police reform, changing patrol routes to cover both business and residential areas, and also supported public works revitalization of existing housing. In the 2000 Elections, the Left Party was removed from power via a coalition of the Center, Green and Socialist-Left. Chavez was then internally elected and became Ward President. As Ward President, Chavez became known throughout New Liverpool for his populist mindset and progressive policy. During his time in office, several transit projects were approved as well as the end of several controversial policies such as a ban on unlicensed musical performances, a law intended to stop the growing Synth and Bass musical genre.
