3. DECLARES as legal throughout all member nations the consumption of recreational drugs in:
I) Private or rented property, with the consent of the owner;
II) Outdoor public property;
III) Indoor public property, with the consent of the relevant authority;

4. PERMITS nations to:
I) Place age restrictions on the activities described in Articles 2 and 3, to a maximum of the age of majority, or 18 years of age;
II) Control taxation on recreational drugs;
III) Prohibit operation of vehicles or machinery, pursuit of occupational labor, or any other act in which being under the influence of said drugs could immediately, directly, and physically harm any individual other then the user, by any user under the influence of recreational drugs;
IV) Punish any who disobey such laws;

5. ESTABLISHES the UN Drug Commission, with the authority to:
I) Ensure the medical safety of recreational drugs;
II) Advise on further restrictions of recreational drug laws;
III) Permit the restriction on amounts individuals may possess;
IV) Call for the seizure or destruction of known contaminated recreational drugs;

6. NOTES this resolution does not cover the administration of such substances for medicinal purposes by state health services;

7. CALLS UPON all member nations to further liberalise their drugs laws;

8. ENCOURAGES member nations to support organizations for rehabilitation of those affected by drugs, for education regarding responsible drug use and drugs law, and for the prevention of illegal and harmful acts resulting from drug use.[/quote]

I've once written a proposal for this myself. I think your definition of recreational drugs is definetely too narrow.

My proposal (never got far, though I never TGd for it):
Quote: NSUN Drug Act

The NSUN,

AFFIRMING the right of each individual to take responsibility for their own body, and make their own decisions about their body as long as no other person is harmed;

CONSIDERING the difficulties that arise when some nations forbid recreational drug use while others allow it;

RECOGNIZING the objections of many nations with regards to morality, national sovereignity and healthcare;

EXPECTING a drop in crime rates if drug use is legal and tolerated, like it is with more commonly accepted drugs such as nicotine and alcohol;

Hereby:

1. EMPHASIZES that what citizens do to their own body is of their own concern, not the government's, and should not be intervened with unless there is a good reason to;

2. DEFINES "recreational drugs" as those drugs not taken primarily for medicinal use;

3. URGES all nations to decriminalize the use, possession, supply and production of recreational drugs;

4. EMPHASIZES that member nations may choose to restrict drug use in the interest of society as a whole, if a certain drug has been proven to cause serious danger to the health of other people than the person taking the drug;

5. ADVISES to reinvest the money saved on prosecuting drug use into social welfare, educational and health programs;

6. ENCOURAGES all nations to apply quality control to recreational drugs in the same sense that food is checked, to limit the dangers and addictiveness; and

7. CONDEMNS nations who try to outlaw all recreational drugs regardless of their citizen's wishes.

Hmmm even though the definition of "recreational drugs" is quite narrow, this resolution may stand a chance as it is only trying to decriminilise drugs that are natural in origin and may also have cultural or religious uses apart from the recreational while leaving artificially produced drugs illegal. It's a small step.
