I got this idea for a proposal draft, but it might already exist, so I'm looking for some input:

2. MANDATES that all nations have some sort of emergency assistance in place;

REQUIRES that in the event of a disaster, any witness must activate the emergency assistance system as soon as is realistically possible, unless he or she reasonably believes that activating the system would have the risk of severe harm to theirself, or the system has already been activated by another witness and the witness has confirmed that fact;

4. MANDATES that nations shall enforce clause #3 through appropriate legislation and consequences.[/quote]

Any suggestions? Is this redundant to something I haven't checked? I haven't even put this on the jolt forum yet, so comments are very welcome.

Well, there are a couple of similar resolutions floating around ... (you've come to the home of most emergency response resolutions, though not all):

- IRCO (sets up an international Red Cross)
- Tracking Near Earth Objects (an early warning system)
- Good Samatarian Laws
- Epidemic Protocols
- Tsunami Warning System (another early warning system)
- Natural Disaster Act

There maybe be a few other relevant resolutions. A different idea that Grosseschnauzer and I have discussed is a Universial Building Code that should be used for hospitals, police stations, and other emergency shelters.

Your proposal acutally starts to point in that direction:

I don't know about Grosseschnauzer, but I certainly would not mind at all, if you wanted to refine your idea to incorporate the UBC idea into what you have here. The reason you might do this would be to show that your resolution is building upon ground the prior emergency resolutions didn't touch.


Another idea we talked about here was about emergency response for aircraft (could be extended to ships at sea or in space too).

As an engineer in real-life, I *always* have a soft spot for any resolution that beefs up emergency assistance -or- disaster prevention / mitigation.

It has been my intention once my current term as Delegate ends (as well as my term in TNP as its Chief Justice which also ends at the end of the month) to come back to the Universal Building Code/Emergency Facility part of the Tsunami Warning System/Natural Disaster Act trilogy of proposals.

With existing real life constraints, I have had to prioritize my time and attention, and once I am free of such responsibilities, it will be much easier to devote some time and attention to the further develiopment of the building code proposal.

Mandating emergency response into place will meet resistance. The Tsunami Warning System worked because it was a combination of using existing systems, and obtaining funding to complete a global system under a global agency. The Natural Disaster Act depends on the use of (and the building code concept will have to depend on the development of) recommended processes and multi-national cooperation.
