I think it makes sense to clarify in law what happens when there's one one nominee for Delegate.

The International Democratic Union States Assembly,
Hereby Resolves the Following
§1 Amendment of The Delegacy Elections Act
1. The following shall be inserted after §1.6
[box]7. When only one nomination is received by the close of nominations, the Election Commissioner may proceed to declaring that sole nominee the Delegate. The Election Commissioner however may, in their discretion, open a confirmatory vote before declaring the sole nominee the Delegate. Provisions contained within §§1.5—1.6 shall also apply to a confirmatory vote.[/box][/box]
