Hello everyone....I'm one of the many puppets/offshoots of the nation once known as the Altani Confederacy (currently going by the Commonwealth, and semi-retired). That was perhaps the longest and most confusing introduction ever posted on here. Tongue

At any rate, I was asked to bring this draft for a potential WA resolution over here for consideration and suggestions, so here it is. The idea behind this draft is to encourage nations to set aside a certain amount of minimum land and/or marine area as undeveloped natural refuges. I know this will go over as well as a ton of bricks with many AO nations IC. In an OOC sense, though, I'm hoping for advice or notes of any glaring errors (duplication, etc.) that I may have somehow missed before I post this to the WA forum for consideration. Any suggestions for improving or changing the draft will also be greatly appreciated. I looked through the existing WA resolutions and I don't think there is anything conflicting, but more (and more experienced/knowledgeable) eyes are never a bad thing.

The World Assembly,

RECOGNIZING the value of preserving our environment as an international issue, as environmental degradation transcends national boundaries;

UNDERSTANDING that nations working together in concert with each other, and with this Assembly, can preserve important and valuable natural areas to improve the environment as a whole;

NOTING that preserving important environmental areas has the additional benefits of improving beings' health and wellness, as well as preserving areas of importance to the culture and heritage of many peoples;

REQUIRES member nations to devote a minimum of 10% of their total land and marine area (henceforth termed 'preserved areas') to the establishment of parks, wildlife refuges and protected areas, and to bar all development or activity in those areas which poses the potential for serious environmental degradation;

ENCOURAGES member nations to dedicate at least half of the total area set aside as preserved areas to be established along national borders, where feasible, to provide a buffer of preserved areas between neighboring nations to discourage undesirable development which could harm neighboring states due to cross-border pollution or environmental damage;

REQUIRES member states to refrain from activities bordering preserved areas in neighboring member states which could cause harm to those preserved areas;

PROHIBITS military operations or facilities in preserved areas, or the use of preserved areas to launch military campaigns, except in situations of dire national emergency;

ENCOURAGES member nations to place particular importance on preserving areas of importance for cultural, historic and social reasons;

ESTABLISHES the International Parks Association (IPA), which shall have the task of assisting member states with establishing and following internationally recognized best practices and standards for the establishment, maintenance and protection of preserved areas, as well as providing guidelines for specific preserved areas as to what development or activity would not be compatible in those preserved areas per this legislation;

ESTABLISHES a ratings and awards system for preserved areas, determined by the IPA, as a means of encouraging nations to strive for excellence in the maintenance and preservation of preserved areas;

ENCOURAGES member states to do everything within their power to prevent environmental degradation, loss of habitat, and extinction loss within their borders, regardless of whether or not it occurs in a preserved area.[/quote]
