Highway Infrastructure Safety Ac
#1

This is a proposal I wrote up, and am going to submit through my UN puppet, Audland. I've also posted this on the Jolt boards.

Quote: Highway Infrastructure Safety Act

(Not sure on the category, International Security, perhaps?)

The United Nations,

NOTING the poor structural integrity of many bridges worldwide;

DEEPLY REGRETTING the loss of life and property caused by bridge and roadway collapse;

AWARE of the large cost involved in bridge and roadway construction;

CONVINCED that improvements to bridge and roadway infrastructure may help prevent the loss of innocent lives;

1: ESTABLISHES the United Nations Highway Infrastructure Safety Commission, or UNHISC;

2: AUTHORIZES the UNHISC to perform safety inspections on all road and highway bridges, overpasses, and elevated spans in UN nations;
2.1: Bridges shall be rated on a ten-point scale, with 10 being the highest, meaning the bridge is new or in like-new condition, and 1 being the lowest, meaning the bridge is incapable of supporting normal traffic.

3: AUTHORIZES the UNHISC to force the closure of bridges with ratings below a 3 on the ten point scale.

4: CALLS UPON member nations to contribute money toward the construction and maintenance of bridges both domestically and abroad.[/quote]

Hm.

Sounds good to us. Some might complain about national soveriegnity and all that...maybe make it a bit more detailed?

I think it's good, and a nice way to tie in current issues. I think it's just enough so that it's not going to anger sovereigntists while still actually doing something.

Sovereigntists on Jolt seem to disagree. And then the cost was brought up, which does make somewhat of a good point, even if the sovereignty issue isn't really bad.

Oh well. I thought it was good, and you all seemed to think it was okay, but when a resolution gets that little support on Jolt, there's not a lot that can be done.
