Secretary-General Charles Danton walked to the podium as the assembled delegates shuffled to their seats, briefcases and folders in their hands. "Welcome back, everyone. I hereby call this session of the League of IDU Nations Security Council to order. I suggest that we get right to the debate, as we have countless other matters to discuss."

"The first topic of discussion for today was proposed by the honorable delegates from Huenya. It concerns the territory that has been labeled 'Western Xiomera,' and if the annexation of that land by the Xiomeran Empire was a violation of the Jinyu Agreement. In addition, the discussion is also meant to address, and I quote, 'Xiomeran Military Adventurism.' I will now cede the floor to the delegation from Huenya if they would like to make an opening statement."

Capanetzin, the Huenyan ambassador, stood up and walked to the podium. "Thank you very much, Secretary-General Danton, for this opportunity. This is a subject that is of grave importance to the Huenyan Federation. As you know, the Xiomeran Empire unilaterally and illegally annexed a large portion of Huenyan territory on May 1st of this year. This is just the latest in a series of provocations. The use of mercenary forces in Auria, as a proxy force pursuing Imperial ambitions on the Caxcana mainland, is another such example."

The Huenyan ambassador looked pointedly at the Xiomeran delegation before continuing. "The continued use of both regular military forces, and proxies, by the Xiomeran Empire to pursue their ambitions in general, and their illegal seizure of territory of Huenya in violation of the Jinyu Agreement in particular, are the reasons we have requested this discussion be opened. We firmly believe that Huenya, and Auria, represent just two prongs of a long-term and ongoing Imperial strategy of seeking influence or control over neighboring states or other nations they feel are too weak to challenge them. It is essential that the Empire be reined in before those ambitions can come to pass. Tomorrow, frankly, may be too late. Calhualyana and her lackeys are not used to being told 'no', but that is exactly what must happen. It is our hope that this discussion will be the beginning of concerted action by the members of this body to force the Empire to cease its hostile actions. We are calling for Xiomera to withdraw to the agreed upon borders between our two countries as determined by Jinyu, and to cease its occupation of Huenyan territory. We are also calling for this body to levy comprehensive and significant sanctions against both Xiomera, and against important political figures such as Empress Calhualyana and Prime Minister Toquihu, should the Empire refuse to comply."

Capanetzin sat down, her expression grim.

The Xiomeran ambassador, Tetlahue, stood up next. "The Huenyan ambassador seems determined to pursue two different agendas: their anti-Xiomeran one, and the one wherein Huenya covers up its own incompetence at governing by blaming other nations. They accuse us of some plot in Auria, when our government is not involved at all in the civil war there. One of our private mercenary companies took a contract there, as such companies do. Are we to be punished for private enterprise? Should we all become Milintica then? Huenya's ambassador knows fully well there is not a single Imperial soldier in Auria, so their mentioning Auria is pointless."

"As for events in what is now the province of Xonacatlán, those events were also precipitated by Huenya. The Huenyan government refused to listen to the legitimate grievances of ethnic Xiomerans in that region, or anywhere else in Huenya, for that matter. Instead, they opted to accuse them of being separatists and throw them in jail or gun them down in the streets, under a crackdown ordered by Vice-Speaker Tiacihitli. Xiomera intervened to protect our kin in that region. We had every right to do so. Are we supposed to stand idly by when our fellow Xiomerans are threatened and mistreated? No, we shall not do that. Huenya is a barbaric, violent and failed state, that ignores and represses ethnic Xiomerans, and we shall stand as the protector of those Xiomerans if and when it is needed."

Tetlahue sat back down, crossing his arms.

Rosalinda Hernandez of Lauchenoiria stood up next. "I would point out, for the benefit of the Xiomeran ambassador, that the royal family of Huenya are ethnically Xiomeran. It would therefore be odd, would it not, for them to repress ethnic Xiomerans? There is no evidence of such repression, and that is not why we are here regardless."

"I would also like to point out," she continued, "that Shuell also has PMCs; yet they also require that their government sign off on large foreign contacts before they are permitted to take them on. And one can hardly accuse Shuell of being communists. So either the Xiomeran government approves of CSSC's actions; or their regulations on such matters are so lenient that they would allow any such contract. Would Xiomera permit CSSC to take a contract from Lauchenoiria to defend us from their allies in Kerlile? I think not. But Auria is also not what we are here to discuss."

"The matter on the table at this meeting is so-called 'Western Xiomera'. Land which Xiomera has illegally annexed in blatant violation of the Jinyu Agreement. We have previously uncovered evidence of Calhualyana's government working with the terrorists who first seized the territory, which we are glad to present. They cannot use an argument of 'self-determination' if they themselves funded and provided the weapons for the initial revolt! That is merely a covert invasion. If we let this stand, then the Jinyu Agreement is not worth the paper it is written on - nor is any other treaty Calhualyana has ever signed. That should concern everyone; including Xiomera's allies."

"I ask Kerlile if they trust that Calhualyana will honour their agreement regarding the Xiomeran military base in their country, when she has shown a blatant disregard for other countries' sovereignty. I ask Roucourt if they expect to ever see revenues from those diamond mines Xiomera seized again. Can any one of you trust Calhualyana on anything? I think not," Hernandez finished, taking her seat.
