Sapa Huscar- Nuna Allucha

Wide streets cut through the planned government complex of the High Sun. Built in the 1300s in the shape of a Puma in the mountains. The Government Conrichana stood in the center, its blend of stone and glass made it the centerpiece of the city. Inside it the Sapa Huscar or “The only huscar” lived and ran the government. He was the center of the government, he planned how the country was run and what was done. In recent years, however, A Realm Council was created to run the day-to-day operations of each government branch, but the Sapa had the final say in what was done. The Sapa Hascar is also the symbol of the sun, the child of Hus, God of the Sun. The Sapa also worked with the Apu of each Suyn or region. There was also Willaq Umu, the leader of the state religious group, the Kay Pacha.
The Pacha was the various realms of existence, and the Kay Pacha was to guide the wills of Hus. Their emblem was the puma, the symbol of Outer Earth. Kay Pacha also managed the farming sector in large state-run farms. This was because farms were traditionally the way of life for the Huscar, and were important for religious events. Also within the High Sun complex was Amau Education Center, this was the school where teachers and educators learned their skills, their job was to head out into the religions of Huscar and teach the people. There was also the Central Purkas, which was the headquarters of the military, who often did various service work during times of peace. There was mandatory service to everyone over 18 for various terms of work. Thus during times of conflict, the army had upwards of 200,000 soldiers.
Outside the main government center, the city of Suyn Central stood within a valley along a high plateau. It is much more modern than the government buildings with its blend of grass terraces and stone, wood, and glass. A central square known as the Tasara, next to it is the train station to the coast and the rest of the world.

Amaru Hasa walked along the street, he was a college student, studying at the University of Suyn Central, soon he would have to return home to begin his service in his community. He lives along the coast in the city of Humachoco within the Suyn South. Although he wanted to help his community, he always wondered what it would be like to have the ability to pick his own destiny in life. For their stages of life, people were often called by what time in their life they were in. For example, Amaru was sometimes called, Amaru Wanya. Wanya meant “unmarried man”, his family often joked that he should change this name. Religiously, Amaru was not very active, sure he had been to the temple every so, often but every time he went he felt like he was worshiping the Sapa instead of the gods and Hus. Although he liked how his college was free, and that he was paid every month, the goal of the Huscar was to simply make sure that every citizen’s needs were met every month. In fact, currency was a new idea, with the Huscar Marks only being used for exchanges of goods. The government did not give you money but rather services. For you to truly make money, you would have to do service or exchange your government service for money. Though that was hard and needed a lot of paperwork done.
Amaru was also a member of an organization, this was known as the New Huscar Movemeant, their goal was to reform the system of government, as well as social freedoms, sure the government planning was good, but in terms of the lives, he wanted more with it. NHM was about to hold a protest, right on the Tasara. However, it would be like a flash mob, as public protests were limited and could be punished by loss of government help and would have to appear before a Toko. A Toko was an educated person who ruled on justice and social matters, their decisions were often formed by the government policy, but that good one used their own judgment. He looked around, he did not see any Mitaquq, but still…
Mitaquq were often the law enforcement in cities, they were part of the military and were often selected from the richest and most well-educated families. Mitaquq was not as bad as the Kay Warriors, who worked for Kay Pacha, they were like secret police and sometimes would raid NHM meetings. The NHM had been the leader in the counterculture movement, Amaru himself enjoyed Larelian and other cultures from East Catica. Huscar itself had been influenced by modern elements in the 90s, but still, Huscar was very nationalistic in nature. All though there was some amount of influence and trade from Xiomera and Milltinca. There were political parties in Huscar at the regional level, but nationwide there was only the Realm Council, a confusing system where 50% came from the Kay Pacha and 50% were voted on by people. However, the guaranteed 50% made social change difficult at best.
At exactly noon hundreds of people pulled out posters and moved to the center of the square, breaking the silence of the lunch rush. One man pulled out a megaphone from his bag. “We demand a New Huscar” he chanted, the crowd responded with the same message. Their protest was working, hundreds of people gathered around to watch, most unsure what to do. Soon however the first helicopter flew overhead, the crowd dispersed quickly. Amaru ran across the plaza, past people running to get out of its way. He ran across the road, barely escaping being run over, he quickly jumped over the fence that surrounded a large park. Once he was in the bushes, he quickly changed into different clothes. The helicopter finally landed at the center of the plaza, out came the Kay Warriors, their yellow and red armor slick with recent rain. They quickly ran around arresting everyone they could.
Amaru took a big sigh of relief, when the helicopter flew away, then however it moved towards his location. They were going after him. He ran through the woods, rubbing dirt on his face to throw off any heat cameras. He had to get into the mountains, there were cameras everywhere in the city, and most purchases would be denied, due to the government's Safety and Security Transaction System. The helicopter was fast and soon it was right above Amaru, he could almost see the pilot's helmets. He then saw the Mitaquaq running through the woods after him. He knew at that moment, it was over, his future, his life. He would be sentenced to do highway improvement in the high mountains. Then he saw it, an officer clad in red drew its weapon and fired a stun blast. The pain hit Amaru, then he blacked out.
