Escaped prisoners captured as moratorium on transfers to Restricted Region announced

Three of the five prisoners who escaped from a Level 8 Detention Facility, aided by religious extremists from the outlawed group Warriors of the Goddess, have been found in the Julietta Region and recaptured. The three escapees, Dyan Mosconi, Margit Goode and Nerissa Huxley, were all convicted of terror offences committed during their time in the extremist Men’s Equality Movement.

The three escaped, along with two others who are thought to have fled to Lauchenoiria, in early June following an attack on a detention facility by extremist followers of the Goddess who claim to oppose the treatment of criminals inside the Restricted Region. Fourteen members of the group Warriors of the Goddess were arrested on the 6th June following this attack in which over 30 guards were injured.

The three terrorists captured are being temporarily held in a Level 3 Detention Facility in the Julietta Region, pending a decision on their transfer back to the Restricted Region, after President Arnott announced a moratorium on new transfers to the Restricted Region last night. The Council of Kerlile is set to debate whether or not to uphold or cancel the moratorium on Monday, which means that no new criminals can be sent to the Restricted Region, regardless of their sentence.

The Reform Party, led by President Arnott, included closing down the Restricted Region ‘immediately’ as one of their top-five demands. Supporters of the Reform Party are in favour of a radical overhaul of the prison system in Kerlile, which currently has nine different classifications of prison. The Reform Party wants to cut this to four classifications, make prison labour voluntary and end detention in the Restricted Region.

The present prison system includes three types of low-security facility (Levels 1-3), for individuals serving short sentences, or deemed unlikely to attempt escape; four medium-security facilities (Levels 4-7), where the majority of criminals are sent, and two types of high-security facility (Levels 8-9). Every Level 8 or 9 facility is located in the Restricted Region, and are reserved for particularly dangerous criminals or those convicted of certain crimes – including treason or terrorism.

The moratorium on transfers to the Restricted Region means it is unlikely the three escapees will be returned, which some worry will be considered a victory by the Warriors of the Goddess. Councillor Patel commented on the moratorium, saying: “it concerns me that President Arnott is willing to prevent justice being carried out. These are the most dangerous criminals in Kerlile, and she is letting them escape punishment. It does not bode well for what the future holds.”

Council requests extradition of murderer who escaped over Lauchenoirian border

The Federation of Lauchenoiria has been asked by the Council of Kerlile to extradite Jasmine Eddington, the notorious serial killer who killed thirteen teenage boys across Kerlile between 2006 and 2009. She crossed into Lauchenoiria three days ago, after escaping from a crashed prison transport five miles from the border. She was being transferred from a Level 5 detention facility to a Level 3 due to her worsening health.

Eddington was arrested in November 2009 after kidnapping a thirteen-year-old boy who she intended to murder. Eddington published a ‘manifesto’ claiming that she intended to kill one boy from each of Kerlile’s sixteen regions, as a ‘punishment’ for the actions of men in the patriarchal countries. The Council condemned her actions at the time, stating that ‘killing innocent children is never acceptable regardless of gender, and is not what this country stands for’. She was sentenced to life in prison.

Three days ago, the transport carrying Eddington was involved in a crash with a lorry delivering food supplies to border outposts. An investigation into the crash concluded it was indeed an accident, however Eddington managed to escape. It is now clear that Eddington has illegally crossed the Lauchenoirian border, and is hiding in Lauchenoiria. The Council have requested her extradition – however it is expected to be refused due to Lauchenoiria’s blanket ban on extraditing individuals to Kerlile.

Lauchenoiria has had a ban on extraditing to Kerlile since 1960, and is the favoured destination of many Kerlian fugitives upon fleeing justice. During the Kerlian civil war from 1992-1999, a number of supporters of terrorist organisation Democratic Kerlian State (DKS) sought refuge in Lauchenoiria. Some still remain there today, evading justice for their crimes committed during that conflict.

During the Second Lauchenoirian Civil War, the ban was briefly lifted by the government of Suleman Chaher, and later Charissa Clarke, who began to give each case due consideration. This resulted in the extradition of 27 Kerlian criminals who had managed to evade justice for a number of years. However, upon the signing of the Haven Accords in Sanctaria, the ban was put back in place.

Councillor Chiu urged Lauchenoiria to make an exception in Eddington’s case, saying: “Lauchenoiria’s blanket ban on extradition to Kerlile is unwise. Jasmine Eddington is a highly dangerous individual, and allowing her to remain in their country puts innocent Lauchenoirians in danger, and is an insult to the families of her victims in Kerlile”.

Council expects trade negotiations with Shuell to commence shortly

The Council of Kerlile anticipates beginning negotiations on a trade deal with Shuell shortly, following initial attempts by the Council to seek trade deals with a number of nations, including Shuell and Laeral. It is expected that Councillor Georgiou and Trade Minister Ines Abbott will lead the negotiations for Kerlile.

Negotiations are expected to commence following the 2019 IDU Olympics, which are being hosted in Shuell. Councillors Letitia Greenwood and Electra Georgiou have both announced their intentions to visit Shuell during this event – only the second trip abroad by Councillors (the first being Georgiou’s visit to Zamastan in February for the Tofino Leaders’ Summit) since the conclusion of the talks which ended the Second Lauchenoirian Civil War in Haven, Sanctaria.

This comes shortly after Laeralian Trade Minister Raoul Chen suggested that Laeral would be open to trade relations with Kerlile, a suggestion that was greatly welcomed by President Arnott and the Council. Councillors have also granted permission for Xiomera to send a representative to Kerlile to discuss beginning trade relations, following a request by their government.

The government of United New England have also suggested the possibility of various universities based in UNE opening ‘satellite campuses’ in Kerlile, a suggestion which has split the ranks of the Council. Councillors Georgiou and Hale were initially open to the idea; however, every Women’s Party Councillor has voiced opposition, and with 5 out of 10 Councillors in the Women’s Party, it is unlikely that the measure will be approved at this time.

The planned visit to Shuell by several Councillors has caused controversy, with many of the opinion that it is not yet safe for members of the Council to travel abroad. In February, Councillor Georgiou attended the Tofino Leaders’ Summit in Zamastan, however the Kerlian delegation was not well-received by some attendees. In addition, a terror plot was discovered with the goal of attacking world leaders attending the summit, although the terrorist was arrested before the attack took place.

Councillor Greenwood has insisted that the planned trip is safe, stating that “Shuell is excellent at security, and it is highly unlikely any terrorist activity could occur during the Olympics. Myself and Councillor Georgiou are looking forward to our visit, which will be a chance to see Kerlian athletes compete on a scale we have not seen before. We will show the world that Kerlile can excel.”

Restricted Region activities shut down pending review by Council

The Council of Kerlile has ordered all activities inside the Restricted Region halted immediately, pending a full investigation and review of all actions taking place within the region, particularly focused on the welfare of prisoners held in the region. The suspension of activities within the Region also extends to military experiments which take place in a separate section of the region from detention facilities.

This review comes after a moratorium on new transfers to detention facilities within the Restricted Region was put in place by newly appointed President Rebecca Arnott. Several Councillors challenged her decision, however the Council as a whole upheld the moratorium, meaning that no new prisoners may be sent to the Restricted Region for the foreseeable future. Prisoners currently in the Region, however, are not expected to be transferred elsewhere at this time.

The Restricted Region, named because no individual may enter the region without explicit permission, contains a number of high-security detention facilities holding criminals serving life sentences, and is also the site of a number of military bases where classified projects are worked on. No prisoner serving less than a life sentence may be held in Restricted Region facilities, and any individual entering the Region without permission may be held indefinitely.

The prisons situated in the Restricted Region have come under criticism from members of the Church of the Goddess, who claim that individuals sent to the Region are subjected to ‘torture’ and mistreatment, in opposition to the teachings of the Goddess. According to religious texts, criminals will feel the pain of their victims after death – leading many religious Kerlians to consider the torture of prisoners ‘playing Goddess’.

President Arnott promised to shut down the Restricted Region if appointed President by the Council, as part of the five key pledges of the Reform Party of which she is leader. This promise was widely welcomed by those who support reform as well as the religious community, however came under criticism from several other Councillors who believe it will lead to an increase in crime. Before the moratorium, most individuals convicted of treason or terrorism were sent to the Restricted Region.

The investigation into the activities of the Restricted Region aims to examine the conditions in which prisoners are kept and consider any allegations of torture and mistreatment. The Council will also review military projects in the area. The investigation team will interview both prisoners and members of staff, and will present their findings and recommendations to the Council in a report. The investigation is expected to conclude in January 2020.

Council describes TRC verdicts as ‘mixed bag’

The Council of Kerlile have released a statement following the verdicts and sentences handed out by the Truth & Reconciliation Commission set up to investigate acts carried out during the Second Lauchenoirian Civil War, in which Kerlile participated. The verdicts have been met with mixed emotions from the Council.

Kerlile has been ordered to pay 450 million Sanctarian pounds (approximately 315 billion Kerlian Credits to the Divine Federation of Sanctaria. Kerlile was found at fault for the “deliberate and wanton mistreatment of Prisoners of War, as well as the torture and execution of Prisoners of War”. While the Council has insisted this did not occur, they believe it is in the best interests of the Matriarchy to comply with this request.

Councillor Anita Patel was found guilty of the orchestration of the mistreatment, torture and execution of Prisoners of War, and was sentenced to 20 years in a Sanctarian prison. After attempting to flee the Council chamber in an attempt to avoid extradition, she was apprehended by Kerlian police following an altercation. Three members of Councillor Patel’s security team were injured and are presently in Grapevale Central Hospital.

Councillor Jennifer Hale of Kerlile was found guilty of identity fraud for posing as Sonja Viratnen in Lauchenoiria. She was sentenced to 18 months’ probation and given a 4-year ban on travelling outside of Kerlile. Hale fought on the side of the Lauchenoiria Resistance during the war, which has caused controversy in Kerlile.

Councillor Pauline Pierre, accused of orchestrating an attempt to take over the Lauchenoirian government using Charissa Clarke as a sleeper agent, was found not guilty, along with former President Joanna Greenwood. Councillor Pierre issued her own statement, saying: “I am relieved that common sense has shown that I have committed no crime. I look forward to continuing to serve the Matriarchy as Councillor.”

Among Kerlians convicted were Lucia Casci, former Secretary of Defence; Colonel Chloe Conde and Major Amanda Littlewood, both part of Kerlile’s operation in the city of Usera in Yervia Province, Lauchenoiria; and Staff Sergeant Melanie Chevroux, accused of orchestrating a terrorist attack in Libertas Omnium Maximus. Conde will serve a 25-year sentence; the others 15 years.

Signatories to the Accords have been forbidden from “executing trade and other favourable international deals” with Kerlile for five years. This will affect Kerlile’s plan to trade with both Laeral and Libertas Omnium Maximus. President Arnott has said she is ‘disappointed’ with this restriction, but plans to continue seeking trade deals with nations which did not participate in the war, including Xiomera and Shuell.

Kerlians to be allowed to travel to Shuell for Olympics
30th July 2019

The ban on international travel for Kerlian citizens has been temporarily lifted for women wishing to attend the IDU Olympics in Shuell as spectators, as well as athletes. Councillors Letitia Greenwood and Electra Georgiou also intend to visit Shuell during the event, which will be the first visit to Shuell by any Councillor.

This will be the first time since 1960 that Kerlians have been allowed to travel outside of the country for the purpose of tourism, and has been widely welcomed across the country, particularly by sports fans. Councillor Georgiou, who has long advocated for the ban on international travel to be lifted, announced the change, saying that “the Olympics are a chance for Kerlians to see their country compete at an international level, and to show the world what Kerlile can do.”

Though the decision to lift the ban was only made today, it has been anticipated since President Arnott’s appointment, and Kerlians across the country have been making plans to visit Shuell for the event. Applications for individuals wishing to travel to Shuell have already been submitted. While the main attraction is, of course, the sport, Kerlians are also looking forward to sampling Shuellian cuisine, visiting museums and touring the city.

“I’m most looking forward to seeing Shuellian architecture,” says student Georgina Penman, who has applied to visit Shuell alongside two friends from her Art & Design course at Maytown University. “It’s a chance to see in real life buildings very different from those here, and is an opportunity I never thought I’d have growing up.”

“I really want to try Shuellian food,” says Marina Adams, a marketing executive who plans to travel to Shuell with her two daughters. “Food is my passion. I enjoy creating new dishes at home, but it’s often hard to get ingredients not produced in Kerlile, and having the opportunity to try a whole new cuisine is interesting to me. I hear they eat lichen, which I’m curious to at least give a try!”

It is expected that those who submitted applications to travel will hear back within the next week about whether or not they have been granted permission by the Kerlian authorities. It is expected that most applications will be accepted. Several daughters and granddaughters of the Council are also expected to attend; however, their names have not yet been publicly released.

Families of victims in plea to Lauchenoiria: please return Eddington

Family members of the thirteen victims of notorious serial killer Jasmine Eddington have today delivered a heartfelt plea to the government of Lauchenoiria, asking them to extradite Eddington, who escaped during a routine prison transfer and fled across the border. Eddington has been in Lauchenoirian custody since for 10 days on immigration charges – however under Lauchenoirian law they must release her on Sunday.

Full letters from a family member or friend of each of the victims have been sent to the Lauchenoirian government, addressed to both Prime Minister Josephine Alvarez and Foreign Minister Sandra Pavía, who initially refused the extradition. Extracts from some of those letters have been reproduced below:

“My son was only thirteen when he was murdered. They found him in the church, with scars across his face from where she hit him. She [Eddington] says she was doing the work of the Goddess but she is as far from enlightenment as it is possible to get.” – Delia, mother of Harris, murdered in 2007 at the age of 13.

“I don’t really remember my brother, I was only a child when he died. It broke my parents, my father ended up in prison after getting into a drunken fight and my mother is no longer with us. Eddington destroyed my family.” – Felipa, sister of Jacob, murdered in 2006 at the age of 14.

“David was my boyfriend at the time. We were both 17, and people looked down on the relationship so I didn’t get much sympathy when he was murdered. It was only later that I discovered I was pregnant.” – Susanna, girlfriend of Nico, murdered in 2009 at the age of 17.

“He was my twin. We did everything together – we shared a room, we went to school, we played together after. When he died it was like she had killed a part of me too. The thought of her running loose again terrifies me.” – Joshua, twin brother of Billy, murdered in 2008 at the age of 12.

“She says she wants to punish males for their sins, but these are not the abusive men from the patriarchal past, these were young citizens of Kerlile, like my nephew, who were trying to do their best and build a future.” – Tamsin, aunt of Peter, murdered in 2006 at the age of 14.

“If Eddington is set free by [Lauchenoiria’s] government, then she will undoubtedly kill again. I don’t want anyone to go through what I did when my son died. Please, for the sake of the people of Lauchenoiria, send her back.” – Millie, mother of Nathan, murdered in 2008 at the age of 16.

It is expected that Councillor Jennifer Hale will attempt to speak with Prime Minister Josephine Alvarez via a phone call this evening to discuss the situation. In this call, Councillor Hale will assure the Lauchenoirians that Eddington will not be executed and will instead remain in prison for life.

New initiative to tackle migration problem aims to decriminalise attempted border crossing

A new initiative, proposed by Councillor Natalia Hart, aims to decriminalise attempting to illegally leave Kerlile, instead working to identify the reason behind illegal emigration attempts and make citizens happier in Kerlile. If passed, the Council bill will also order the release of any prisoner detained solely on a charge of attempting to illegally leave Kerlile.

In recent years, attempted emigration has increased, especially along the Conternian border, where attempted crossings have trebled in the past twelve months. In the vicinity of the Lauchenoirian border, attempts have remained steady, though successful crossings have fallen considerably as a result of increased border security in the vicinity.

At present, most adults charged with illegal crossing attempts are sentenced to around 20 years in prison, and children are taken into care. Councillor Hart, however, aims to replace prison with a programme designed to address the causes of attempts. Attempted illegal emigrants will be asked their reason for leaving, and measures will be taken to address common problems.

The Council are scheduled to debate the bill in a week’s time, after Nirmala Patel, daughter of Anita Patel, has taken her vows and become Councillor Patel in her mother’s place, under the Council Succession Act (2019), which allows for a daughter to take her mother’s place in the event of temporary incapacitation, including incarceration in a foreign country. Since Anita Patel’s extradition to Sanctaria, the Council has lacked a Patel member, however Nirmala is expected to take her vows on Thursday.

“Many individuals are choosing to try and leave Kerlile, because they are dissatisfied with their lives, which makes me incredibly sad,” says Councillor Hart. “Kerlile can be a wonderful place to live, but for too long we have allowed easily addressable issues to affect the view of some of our citizens on our society. It is important that we hear the problems that make people want to leave, and do our best to address them.”

If the bill passes, individuals attempting to cross the border will no longer receive prison sentences, but may still be required to pay a fine. Those attempting to leave may also be required to attend Kerlian culture classes, which aim to help people feel part of Kerlian society, and allow individuals to learn more about their nation. These classes are available optionally to all Kerlians, and are compulsory for immigrants and individuals charged with certain anti-social behaviour offences.

Security threat level increased following media hack
6th August 2019

The Council of Kerlile has raised the security threat level from high to severe following a hack of Kerlian broadcasting channels. Yesterday, a five-hour broadcast of patriarchal propaganda, delivered by Emperor Lynnoux Yakovlev, was carried out across all frequencies by the Trivian Empire. The propaganda described Kerlile as a “rogue state” and alleged that Kerlian men have been granted Trivian citizenship.

Kerlians have been urged to ignore this broadcast, and have been told that the mass granting of Trivian citizenship to male Kerlians has “no precedent, and no basis in international law.” Kerlians concerned about their safety and security following the attack have been assured that the government is working on introducing measures to prevent any more attacks from Trive or other patriarchal countries.

The Council of Kerlile met in an emergency session following the incident, to discuss how to ensure the safety and security of the Kerlian people, and to discuss a response to the attack. Following the session, sections of the Kerlian Army were ordered to assist border patrol in ensuring the security of the borders. 5 billion Kerlian Credits have also been given to the Cybersecurity Division to work on improving Kerlile’s defence against cyberattacks.

Councillor Natalia Hart has also withdrawn her emigration reform bill following the incident, citing that “in light of recent events, we must increase security at the border, not decrease it. Now is no longer the right time for this change.” The bill aimed to decriminalise illegal border crossing attempts by those seeking to leave Kerlile.

A statement has also been released by the Council, stating that any aircraft violating Kerlian airspace will be shot down without warning while the threat level remains severe. Aircraft that have submitted approved flight plans will not be affected, however the government have contacted all airlines, based within Kerlile and abroad, who fly over Kerlian airspace to warn them about the situation.

The Council also announced an embargo on all Trivian products, stating that Kerlile would not permit any trade with Trive until an apology is issued for the incident. A travel ban against Trivian citizens has also been put in place, forbidding any individual holding a Trivian passport from setting foot on Kerlian soil.

President Rebecca Arnott addressed the nation this morning in light of the incident, saying: “this was an attack on the sovereignty of Kerlile. I would like to assure you all that measures are being taken to ensure the safety and security of all Kerlians, and prevent another attack like this from happening again. To Trive, I say this: your attempts to sow discord and division in Kerlile will fail. We are a united people with a shared vision, and you will not destroy us. Do not try this again. Any repeat of this action will be considered a declaration of war.”

President Arnott announces embargo on all Zamastanian goods
6th August 2019

President Rebecca Arnott released a statement this evening announcing that Kerlile would, effective immediately, be ceasing all trade with the Imperial Republic of Zamastan. Zamastanian goods will not be allowed into Kerlile, nor will any Kerlian goods be sent to Zamastan. This move comes after similar restrictions were placed on trade with Trive following their unprovoked attack on the sovereignty of Kerlile.

The Kerlian government have ordered all Trivian and Zamastanian owned businesses to remain shut tomorrow. Anyone found violating these orders will be arrested. This is expected to affect a number of newly opened businesses, including 37 Yuliya stores, a Trivian-owned clothing business, and two Zamastanian ZSuites outlets.

The move comes after President Arnott spoke with Emperor Topilpopoca of the Huenyan Empire of Xiomera to discuss a trade deal between the two nations. Xiomera has recently been the victim of unprovoked sanctions by Zamastan, which is not the first time Zamastan has taken such action. In February this year, during the Tofino Leaders’ Summit, Zamastan imposed sanctions on Kerlile, accusing the Matriarchy of interfering in the Aelurian referendum, a blatant lie.

In her statement, President Arnott said that Kerlile is “acting in solidarity with our friends in Xiomera, and sending a message to nations like Zamastan that they cannot attempt to influence the domestic politics of other nations in this way”. She has said that the embargo will continue until Zamastan withdraws their sanctions against both Xiomera and Kerlile.

President Arnott also announced that Kerlile and Xiomera were in the process of negotiating a trade deal. “This deal will be hugely beneficial for both nations, and will help ensure the safety and security of the Kerlian people at a time when we are at risk from nations such as Trive who, instead of seeking to understand us, seek to destroy what is different from them. Xiomera is a friend, and one of the few places outside Kerlile where women can thrive. It is an honour to be working with them.”

Kerlian Ambassador to meet with Sanctarian Trade Secretary

The Kerlian Ambassador to Sanctaria, Freja Curran, has been summoned to a meeting with Sanctarian Trade Secretary Julia Griffin, along with the ambassadors from Xiomera, Zamastan and Trive, to discuss the ongoing trade dispute. The dispute, which began between Xiomera and Zamastan, has escalated in the last few days to include both Kerlile and Trive.

Kerlile placed trade sanctions on Zamastan in solidarity with their ally Xiomera, after Zamastan sanctioned the Huenyan Empire with no provocation. This was not the first time Zamastan levied unprovoked sanctions, having sanctioned Kerlile in February claiming the Matriarchy was interfering in the Aelurian referendum, a blatant lie.

Kerlile and Xiomera are presently in the process of agreeing a trade deal which will trade Kerlian raw materials for Xiomeran petroleum and trade goods. Kerlile is also to be granted Preferred Trading Partner (PTP) status by the Xiomeran government. The deal has been celebrated by President Arnott and the Council, calling it a “giant step in ensuring Kerlile can take its place on the international stage.”

Kerlile has also placed an embargo on all trade with the Empire of Trive following an unprovoked hack on Kerlian communication systems which has been condemned by many countries as an attack on the sovereignty of the Matriarchy. The Trivian attack has led to increased border security and the scrapping of a planned emigration reform bill. While Kerlile is willing to seek mediation in the dispute with Zamastan, President Arnott has announced that until Trive apologises, Kerlile will not end the embargo.

Minister for Trade Ines Abbott welcomed the chance to discuss the trade dispute, stating that: “it is the wish of Kerlile at present to increase trade with other nations, not to get involved in disputes with nations such as Zamastan. The Matriarchy of Kerlile is more than willing to discuss ways to end this situation quickly, and in a way that is beneficial to all parties. We have no wish to suffer economic damage nor damage the economy of Zamastan.”

Two Councillors and six Daughters to visit Shuell for Olympics

The Council of Kerlile today announced that two Councillors, Electra Georgiou and Letitia Greenwood, will be visiting the Incorporated States of Shuell this summer in order to attend the IDU Olympics in the country. They will be accompanied by six Daughters of the Council (the term given to any descendant of a Councillor) from a variety of Council families. This will be the first trip abroad by two Councillors at the same time in almost a decade.

“Throughout Kerlile, people are very excited for the Olympics,” said Councillor Georgiou. “For the first time in Kerlian history, people will have the opportunity to travel to Shuell and watch their country compete internationally. I, personally, am very excited to have this opportunity. This will be a major sporting event, but will also signal to the world that Kerlile is ready to participate internationally and move on from our previous policies of isolation and ignoring the rest of the world.”

Kerlians will be allowed to travel outside of Kerlile for the first time since 1960 in order to visit Shuell for the Olympics – although changes have been made in light of the Trivian attack to this policy. Individuals wishing to travel to Shuell must now sit a loyalty test before their application can be approved. The Council expressed their regret at this measure, however stated it was necessary to protect the safety and security of all Kerlians from threats such as the Empire of Trive.

The Daughters intending to visit Shuell are: Olivia Pierre, first daughter of Councillor Pierre; Carolyn Greenwood, first daughter of Councillor Greenwood; Megan Hart, first daughter of Councillor Hart; Xia and Jia Chiu, granddaughter and great-granddaughter of Councillor Chiu; and Reena Patel, granddaughter of Anita Patel.

Carolyn, the Greenwood heir, is 17 and is travelling with 18-year-old Reena Patel, the niece of the present Councillor Nirmala Patel. “We are very excited to get the opportunity to experience Shuellian culture,” Carolyn says. “It’s going to be very fun and exciting for all of Kerlile, especially those of us who get to travel!”

Xia, 28, will be travelling with her 5-year-old daughter Jia. This has caused controversy among the Council, as normal protocol prevents Daughters of the Council under the age of 10 from being taken out of the country. A court ruling, however, indicated that there is no legal way for the Council to prevent Xia taking her daughter to Shuell.

Olivia Pierre, 24, is the heir to the Pierre seat, and has recently joined the Reform Party. This will be her first trip abroad since childhood. “I’m going to Shuell to show support to our athletes, most of whom will never have left Kerlile before,” she said. “This trip is all about the sport for me, and I am privileged to have the opportunity to see it in person. I hope Kerlians back at home will watch on TV though, for it promises to be an exciting event!”

Prison reform bill to be debated by Council on Friday

The Council of Kerlile will meet on Friday to debate a prison reform bill proposed by Councillor Carmen Robinson. If passed, the bill would radically change the Kerlian prison system: reducing the number of prison classifications from 9 to 4; ending involuntary labour in prisons; shutting down all detention facilities in the Restricted Region permanently, and improving access to healthcare for prisoners.

The landmark bill will, if passed, completely alter the system, bringing about widespread changes that will be welcomed by many prison reform campaigners. It is also expected to be a popular policy abroad, as the Kerlian prison system has come under criticism from various foreign nations in recent years. There have been widespread accusations of torture being used in Kerlian prisons, especially in the Restricted Region.

The Reform Party, led by President Arnott, wishes to see various changes to the prison system, including the shutting down of the Restricted Region and an improvement of the conditions in which prisoners are kept. Councillor Robinson’s bill covers the main demands of the Reform Party with regards to prisons, and has been welcomed by President Arnott as the “first step in building a more caring, compassionate Kerlile”.

The bill would alter the current 9-level classification system, replacing it with four levels: which, controversially, would include a type of detention facility not presently included in the four levels. At present, individuals under the age of 25 may be sentenced to up to five years in an alternative education facility, where individuals are taught Kerlian values in an attempt to rehabilitate them into society. This has been considered separate to the prison system – however, Councillor Robinson’s bill would change that.

The present prison system includes three types of low-security facility (Levels 1-3), for individuals serving short sentences, or deemed unlikely to attempt escape; four medium-security facilities (Levels 4-7), where the majority of criminals are sent, and two types of high-security facility (Levels 8-9). Every Level 8 or 9 facility is located in the Restricted Region, and are reserved for particularly dangerous criminals or those convicted of certain crimes – including treason or terrorism.

Under the new system, the four levels would be as follows: one category would be what are presently known as alternative education facilities. Another would be low-security facilities for individuals serving short sentences (presently Levels 1-2). The third category would be medium-security facilities: however, these would no longer include aspects of involuntary labour as Levels 4-7 currently do. The final category would be high-security facilities, however these would not be located in the Restricted Region and more concern would be given to the welfare of prisoners.

The bill would also put an end to all involuntary labour in prisons, something which is presently a key aspect of Level 4-7 facilities. If the bill passes, these facilities would be shut down, and any future prison labour would be undertaken only with the consent of the prisoners, who would be entitled to some form of payment for their labour. It is expected that this change in particular will be welcomed widely abroad, as the previous system has come under criticism for being akin to ‘slavery’.

The bill would also permanently shut down the Restricted Region, which is currently under investigation by the Council of Kerlile. All activities within the Restricted Region have currently been shut down pending review of the Council, but prisoners remain detained in facilities within the region. If the bill passes, all prisoners would need to be transferred out of the region within a year, and all detention facilities in the Restricted Region would be permanently closed.

Robinson’s bill also mentions the welfare of prisoners, and pledges to increase the number of medical professionals working in detention facilities to ensure that prisoners receive adequate healthcare. The bill would also introduce new guidelines on the treatment of prisoners, ensuring that all prisoners received humane treatment, and freedom from torture while detained in Kerlian facilities.

Lauchenoiria refuses to extradite Jasmine Eddington
14th August 2019

The Federation of Lauchenoiria has refused a request to extradite convicted serial killer Jasmine Eddington to Kerlile. Eddington, who murdered 13 adolescent males and kidnapped one more with the intent to kill him, was found guilty in 2009. She escaped during a routine prison transfer almost three weeks ago and fled across the border to Lauchenoiria. She has been in Lauchenoirian custody since.

The Council of Kerlile expressed their disappointment in this decision in a short statement, which said: “We are deeply disappointed in the decision of a Lauchenoirian judge to refuse the extradition of the dangerous criminal Jasmine Eddington. If she is released, she will pose a danger to the people of Lauchenoiria. To permit an extradition to Shuell and then refuse Kerlile’s request shows a deep disrespect for the Matriarchy on the part of Lauchenoiria.”

Following the decision by Lauchenoiria, Sanctaria then requested Eddington’s extradition, as one of her victims was the grandson of a Sanctarian citizen. Sanctaria, which does not have the death penalty, is hopeful that Lauchenoiria will honour the request. President Arnott has commented on the possibility of Eddington’s extradition to Sanctaria, calling it an ‘acceptable’ option, and saying that she would ‘rather see Eddington in a Sanctarian prison than free.’

Lauchenoiria’s refusal to extradite to Kerlile was based on accusations that Kerlile would ‘torture’ Eddington upon her return, something which the Council previously assured Lauchenoiria would not happen. This comes only a day after Councillor Robinson introduced a bill aiming to massively reform Kerlian prisons, something which has not been considered by Lauchenoiria at all.

Lauchenoiria also recently refused to extradite two individuals accused of treason in Xiomera. Many in Kerlile see this as a blatant disrespect for other nations’ laws on the part of the Lauchenoirian government. Lauchenoiria, did, however extradite to Shuell – a nation which has been providing Lauchenoiria with aid after their war. President Arnott is expected to convey her disappointment in Lauchenoiria’s actions to President Alex Marwick of Lauchenoiria.

Prison reform bill agreed by Council – Restricted Region to be shut within a year

The Council of Kerlile today voted on a landmark bill which will radically alter the Kerlian prison system – including shutting down the Restricted Region, a key pledge by the Reform Party and by President Rebecca Arnott. The bill will also end involuntary labour in prisons, alter the categorisation system and improve the treatment of prisoners. The bill passed with nine votes in favour and one against.

The bill was proposed by Councillor Carmen Robinson, who herself spent two weeks in prison in June of this year, accused of treason. The charges against her were later dropped following President Arnott’s appointment. President Arnott had called the charges “politically motivated ” and had pledged to pardon Robinson if the charges were not dropped. Robinson has said her experience was a strong motivating factor for why prison reform is important to her.

The Restricted Region is to be shut down within twelve months, with all prisoners to be transferred out of the Region in that time. Transfers will begin within two weeks and will be scattered throughout the year. There are approximately 6,000 prisoners held within the Restricted Region, all of whom are serving life sentences. After all prisoners have been transferred out of the Region, the prison facilities will be demolished.

The nine-level prison classification system is to be reduced to three categories, following an amendment by Councillor Jennifer Hale to exclude the inclusion of alternative education centres in the classification system. Under the current nine-level system, individuals convicted of serious crimes such as treason or terrorism are generally sent to Level 8 or 9 facilities, all of which are located in the Restricted Region, and all of which will now be shut down within a year.

Prisoners currently in Level 4-7 detention facilities are expected to perform involuntary labour, however this is to be phased out beginning immediately. Prisoners will now be offered the opportunity to work in exchange for wages and increased visitation privileges, however they may decline. This system will be implemented across all categories of prison moving forward. Prisoners who refuse to work will be allowed visitors only once every four months, whereas those who choose to work will be offered monthly visits.

Councillor Carmen Robinson commented publicly today on the passage of the bill, saying: “this is a momentous step forward for the Matriarchy of Kerlile. For too long we have had a system which has been, quite frankly, cruel and has attracted criticism both at home and abroad. I am pleased that we have taken steps today to rectify the situation and ensure that, going forward, all individuals within Kerlile are treated with respect, and are not subjected to undue suffering.”

Council calls allegations of involvement in Eddington crash ‘absurd’

The Council of Kerlile has denied allegations that the Kerlian government was responsible for the plane crash which killed serial killer Jasmine Eddington. Eddington, a Kerlian citizen, was on route to Sanctaria from Lauchenoiria after Lauchenoiria decided to extradite her to Sanctaria after rejecting the Kerlian request.

The wreckage of the jet was found today with the bodies of all on board, including Eddington. Despite no signs of foul play, conspiracy theorists in patriarchal countries have taken to the internet to accuse the Matriarchy of taking out Eddington by ordering ‘planted’ pilots to undertake a suicide mission. These theories have been endorsed by anti-Kerlian politician in Lauchenoiria, Paul Doberman, whose words have encouraged Lauchenoirians to attack Kerlians and other women.

The Council have asked the Lauchenoirian government to publicly denounce Doberman’s claims and release a statement opposing the spread of such theories. Instances of violence against women in Lauchenoiria have been on the rise since Doberman and others began spreading conspiracy theories about Kerlian sleeper agents. This has led the Kerlian Department of Information & Statistics to downgrade Lauchenoiria’s rating on their Women’s Safety Index, which ranks foreign nations based on various factors pertaining to the safety of women in each country.

Councillor Nirmala Patel, speaking to the Kerlian News Service, said: “We were not involved in this tragic accident, and to imply we were is offensive. We did not wish to see Eddington dead, as reflected in the fact that she was not given the death sentence when convicted. My colleagues and I would not normally comment on such absurd theories, but we are no longer willing to stand by while our country is slandered.”

Eddington crash longer being treated as an accident by Sanctarian authorities
24th August 2019

The Sanctarian Secretary of Homeland Security, Kathryn Stewart, confirmed yesterday that the plane crash which killed notorious serial killer Jasmine Eddington, a Kerlian citizen, is no longer being considered an accident, and that there are indications it was caused by malicious pilot error.

The plane crashed into the peak of Mount Ben in the Gregory Mountain Range hours after taking off from Lauchenoiria, after a decision by President Alex Marwick to extradite Eddington to Sanctaria rather than Kerlile. The aircraft’s First Officer Maria Cummings is suspected to have been behind the crash, having seized control of the plane from the captain and diverting it.

Rumours have been spreading in patriarchal countries which have accused Kerlile of being behind the crash, claiming Cummings was a Kerlian sleeper agent part of the Aurora Programme, an educational initiative for orphans which patriarchal conspiracy theorists have falsely claimed is an espionage training programme. Misogynists such as Lauchenoiria’s Paul Doberman have used this fabrication to call for female politicians in other countries to be barred from office or assaulted.

The Council of Kerlile released a statement in light of the news that the crash was deliberate, which said: “We deeply regret that the life of a Kerlian citizen, even one with a history like Eddington, has been claimed in this way, along with the lives of the accompanying Sanctarians. This was out of Kerlile’s hands after Lauchenoiria refused to return our citizen, and it is a terrible tragedy. We hope that the true motivations of the person responsible are discovered, and that conspiracy theories attempting to make light of this tragedy will be rejected for the fabrications they are.”

The families of Jasmine Eddington’s victims met with Councillor Georgiou this morning to discuss their thoughts on the matter. The contents of the meeting will not be reported on to respect the privacy of those affected. It is expected, however, that the families may release a group statement on the matter in the coming days.

President Arnott expresses condolences after earthquake as trade conference begins
2nd September 2019

President Rebecca Arnott has expressed her condolences for the lives lost in a devastating 8.3 magnitude earthquake which struck Zamastan on Saturday. She also announced that Kerlile was committed to ending their current trade dispute with Zamastan, which is currently being discussed at a conference in Eiria, which Kerlian Trade Minister Ines Abbott is attending.

The earthquake struck on Saturday afternoon, killing over 2,800 people. Several nations have already expressed their condolences and have pledged aid and support, including Xiomera, who was also involved in the trade dispute. Emperor Topilpopoca of Xiomera said that the earthquake “reminds us that there are things far more important than the petty matters that we often concern ourselves with.” A number of Xiomeran citizens organisations have also ended their boycott of Zamastanian products in light of the disaster.

The conference in Eiria, which began the day of the earthquake, is meant to bring an end to the trade dispute between Kerlile, Xiomera, Zamastan and Trive. The Council of Kerlile have announced their intentions to try and seek a better relationship going forward with Zamastan, however have remained silent on the question of Trive, who last month launched a cyberattack targeting Kerlile.

President Arnott reiterated her commitment to ending the trade dispute, and also commented on the matter of the earthquake, saying: “at this time, our thoughts should be with those in Zamastan affected by this disaster, and it is my hope that our two nations can have a better relationship moving forward. It is a true tragedy, and in spite of our differences, we send our best wishes to Zamastan.”

Assassination attempt on Emperor Topilpopoca of Xiomera takes place
9th September 2019

An assassination attempt took place today in Xiomera, targeting Emperor Topilpopoca, by former Secretary of Justice, Cētlalhui. The attack, which led to the Emperor being hospitalised, took place outside the Palace of Flowers. The Emperor remains in the Imperial Military Hospital, where he is being treated. An investigation into the incident has been launched by the Xiomeran authorities.

The former Xiomeran Secretary of Justice, Cētlalhui, was apprehended at the scene following the attack, and was taken into custody. He was asked to leave his position earlier this year due to gross incompetence by the Emperor. It is unknown whether or not he was working alone, however the Xiomeran authorities do not anticipate any further attacks. A curfew has been placed on a number of Xiomeran cities and airport security has been tightened in light of the attack, to assist with the investigation.

The Council of Kerlile released a statement shortly after the event, sending their wishes and hopes for a speedy recovery. “Emperor Topilopoca is a friend to Kerlile, and one of a select few men who understand the importance of the Matriarchy in providing a safe haven for women, and in improving women’s standing in the wider world. Xiomera is a friend and ally to Kerlile, and we are willing to give them whatever support they need as they investigate this cowardly attack on a great head of state. We hope that the Emperor will make a full recovery quickly, and that Xiomera can move on from this attack and become stronger.”

President Arnott is thought to have scheduled a meeting with the Xiomeran Ambassador, Ixōtō, tomorrow morning in which she will express her sympathy for the incident and offer the Xiomerans any assistance Kerlile may give during this matter. The two countries have enjoyed closer ties in recent months, and the Kerlian government is committed to ensuring that the relationship remains strong.

Juliette Greenwood, one of Councillor Letitia Greenwood’s sisters, is also set to travel to Xiomera tomorrow, as part of a scheduled visit. She is expected to convey her best wishes to the Xiomerans upon arrival. Speculation that the trip would be cancelled was proven wrong, with the Greenwood family issuing a statement saying it was “more important than ever” that Kerlile stands with Xiomera at this time.

President Arnott announces intention to pardon critics of the Matriarchy
21st September 2019

President Rebecca Arnott has announced her intention to pardon all individuals presently in prison solely for a conviction of Class 3.2 anti-matriarchal activity. It is expected that she will proceed with the pardons early next week – although a Council bill aiming to block the measure is set to be debated tomorrow in an emergency session called following the announcement by Councillor Pierre.

The anti-matriarchal activity law, which criminalises behaviour deemed detrimental to the stability and continued existence of the Matriarchy, covers a wide range of offences and sentences can range from a small fine to lifetime imprisonment. Class 3 anti-matriarchal activity refers to speech offences – making statements that are considered a threat. This is divided into two kinds: 3.1, which is statements made in a public forum, and 3.2, statements made in a private forum.

The pardons target those convicted for making anti-matriarchal statements in a private forum – such as private messages or in conversation with friends or colleagues. This is in contrast to Class 3.1, in which statements were made publicly: in speeches, or publishing such statements. Class 3.1 is considered much more dangerous, and individuals found guilty are often also found guilty of inciting rebellion.

Councillors Pierre and Patel have called an emergency meeting of the Council tomorrow morning to discuss the measure, and vote on blocking the pardons. Any two Councillors together may call an emergency session – though at least 6 must attend the session for any votes to be binding. In order to overturn Arnott’s pardons, however, at least 7 Councillors must vote in favour – something seen as highly unlikely given that 4 Councillors are members of the new Reform Party.

President Arnott said today: “these individuals should never have been arrested, never mind imprisoned. Making statements in private is no threat to the continued existence of Kerlile, and the criminalisation of this has resulted in nothing but making Kerlile seem like an overly cruel and totalitarian state in the eyes of foreign countries. I announced my intention to change this country for the better – and change it we will.”

Emperor Topilpopoca dies – President Arnott to attend funeral
4th October 2019

Emperor Topilpopoca of Xiomera passed away at 1:45am Xiomeran time on the 3rd October as a result of wounds obtained during an attack in early August. A weeklong period of mourning has been declared in Xiomera as a result of the tragic event. President Arnott has declared her heartfelt condolences to the nation in light of the Emperor’s passing, and has announced her intention to travel to Xiomera for the funeral.

Upon announcing the death, Chief Justice Nopalliztli called the death a ‘tragedy’ and commended Topilpopoca’s leadership, saying his “legacy of strong and effective leadership for almost two decades has left Xiomera far better than it was when he became Emperor.” Flags will be flown at half-mast throughout the mourning period, and all but essential government functions will be suspended during the period out of respect.

President Arnott, along with Councillors Greenwood, Pierre and Robinson intend to travel to Xiomera for the funeral. This will be the first time a sitting president has left Kerlile throughout Kerlian history, although there is no law or protocol forbidding it. It will be the largest number of members of Council families gathered in the same location outside of Kerlile ever (although more are expected to gather at the upcoming Olympics).

The Council also announced that a minute’s silence will be held across Kerlile in honour of Emperor Topilpopoca tomorrow at 1pm, as a sign of respect. This will be the first time a minute’s silence in honour of a male has been held in Kerlile, although not the first time one has been held following the death of a foreign leader.

The Council also issued a statement praising Topilpopoca saying: “He was a rare example of a man who understood Kerlile and the necessity of the Kerlian project. Emperor Topilpopoca was a rare ally to us when so many nations have shunned us and turned their backs on us and women. He will be greatly missed by the Council, but we hope we can continue our positive relations with Xiomera into the future.”

Council to debate introduction of a male minimum wage
10th October 2019

The Council of Kerlile will next week debate the possible introduction of a minimum wage for male citizens following a proposal by Councillor Rosemary Arnott. Presently, while there is a minimum wage for women, it is possible to pay men very little. The bill, the first ever proposed by Rosemary Arnott, would aim to introduce a minimum wage that would initially be half of that for women.

The move is not one of the five main pledges of the Reform Party; however, it has been included in more detailed lists of their plans. The move will aim to improve the standard of living for men in Kerlile, and to “reduce the reliance” of men on their female relatives. It is part of a series of proposals Reformist Councillors have either made or plan to make to improve the lives of male Kerlians.

However, Councillor Arnott has stated that she would like to try and get support from the side of the Council opposed to such reforms – by making the case that a male minimum wage would boost the economy by giving men disposable income, and reduce the reliance of men on the welfare state, which would free up money in the budget for other areas. The Women’s Party has recently pledged to do more to boost the economy – so Arnott is hoping this argument will produce a consensus on the Council.

The move has also been welcomed by various groups campaigning for men’s rights in Kerlile. The Council have also recently considered legalising some non-violent men’s rights groups which had previously been outlawed. While most outlawed groups have committed terrorist acts, or planned to, there are several which were placed on the list “pre-emptively”, where no real evidence of violent intent was discovered.

The debate is set to take place next week, however has not yet been assigned a date as the Council schedule is yet to be drawn up for the week. It is expected to take place on either Wednesday or Thursday, after the return of Councillors Greenwood, Robinson and Pierre from Xiomera. The three Councillors will depart tomorrow, along with President Arnott, for the funeral of Emperor Topilpopoca.

Trade deal with Eiria announced
16th October 2019

The Council of Kerlile has announced that they have agreed a trade deal with the Democratic Republic of Eiria, the latest success of President Arnott’s new trade policy which aims to improve the economy and Kerlile’s standing in the world. It follows a very successful deal and alliance with Xiomera. A trade deal is also in the process of being negotiated with Shuell.

The Council hope that with this deal, relations with Eiria, which is fast becoming one of the least patriarchal foreign countries, will be vastly improved. However, there has been opposition to the deal by hard-line patriarchal elements within the democracy, which has yet to outlaw misogynistic comments in their media. Nevertheless, the Council are hopeful that this will be the beginning of a positive relationship.

Kerlile is expected to begin importing greater quantities of clothing products and alcoholic beverages from the Democratic Republic, while exports of raw materials to Eiria will also increase. At present, both products are subject to emergency rationing provisions following the sanctions imposed on Kerlile by a number of highly patriarchal nations, and the trade restrictions placed on Kerlile by Haven Accords signatories.

President Arnott said of the deal: “we in Kerlile are hopeful that this will mark the beginning of a positive relationship with Eiria. For too long, Kerlile has closed itself off from the world, occasionally making enemies but rarely friends. It is my wish to change this. Xiomera has been an excellent ally and trading partner, and we are grateful for their support. Trial of 13-year-old accused of anti-matriarchal activity begins

The trial of a 13-year-old girl, accused of anti-matriarchal activity for organising a placard-making session for a Teenagers Against Torture protest which took place on the 16th April this year has begun. The teenager has been detained since April, after being arrested with others who participated in organising the protest, though most were then released. The girl, who cannot be named for legal reasons, was detained on the orders of Anita Patel, then a member of the Council.

The arrest and detention of the girl had not previously been reported, due to orders given by Anita Patel – which has caused controversy, with several present Councillors claiming they had no idea a 13-year-old had been detained. The detention of under-16s on charges of anti-matriarchal activity is very rare, and requires the personal approval of a Councillor – though in practice, generally the whole Council has been consulted.

Councillor Carmen Robinson said that it is “deeply disturbing that a young girl has spent six months in detention without the knowledge of the majority of the Council, and is now on trial for political crimes.” She has called for the immediate release of the girl, and the dropping of all charges. Robinson is an advocate for ending the detention of minors unless a violent crime has been committed.

A spokesperson for President Arnott’s office has stated that the President had “no knowledge” of the detention and that they were looking into “possible illegal activity” which led to the withholding of information from the President’s office. Speculation suggests that one, or several, Councillors had deliberately hidden the detention from President Arnott. An investigation is expected to begin shortly.

The parents of the detained girl were both questioned in April, however were released shortly afterwards. When approached for comment, neither parent was willing to speak. However, the girl’s older brother, 17, who works in a local factory, stated that he hopes his sister will be found not guilty. If the trial progresses, a verdict is expected on Tuesday.

Prisoners to be released after anti-matriarchal activity pardons

Over 200 prisoners convicted of Class 3.2 anti-matriarchal activity are set to be released after President Rebecca Arnott signed a law pardoning all individuals convicted solely of this crime. The Anti-Matriarchal Activity Act has also been amended to remove Class 3.2 activity from the list of criminal offences. This change now makes it legal to criticise the aims of the matriarchy in a private forum.

Of the prisoners set to be released, around 72% are male, and the vast majority have been serving their sentences, which range from 3 months to 10 years, in the lower classifications of prison, even before the passage of the prison reform bill. Prisoners are expected to be released within a week, and are entitled to financial compensation proportional to the amount of time spent in prison.

President Arnott, upon announcing the signing of the bill, said: “this marks a significant leap forward for Kerlile in terms of allowing greater freedom of expression, and moving closer towards the original goal of the Matriarchy, and away from the corrupted, oppressive version that has sadly been allowed to form under our noses. From this point on, I hope Kerlians will feel free to express discontent, so we can take the opinions of our citizens fully on board as we move forward and adapt to a changing society.”

The pardons have not been without controversy, however, with Councillors Nirmala Patel, Letitia Greenwood and Pauline Pierre raising objections, claiming that it would allow “potentially dangerous subversive elements” to be out on the streets, and that it would threaten the security of the Matriarchy. Councillor Greenwood said: “Class 3.2 anti-matriarchal activity is often a sign that an individual is becoming radicalised, and many of these people go on to commit terror offences”.

These pardons mark the fulfilment of one of the Reform Party’s “five pledges”, and is the fourth of the pledges to be fulfilled, alongside the closing of the Restricted Region, improved opportunities for men, and an end to forced labour in prisons. The only pledge left unfulfilled is number 3, which promised to end the emigration ban. Efforts to change this law were scrapped following the Trivian hack of Kerlian communication systems in August.
