The way we would interpret such stipulations is as follows:

a. Collecting a semen sample from someone so that it could be DNA tested to determine paternity.

b. Conducting surveys to discover possible transmissions of STDs.

c. Could be either of the above. Basically, if someone's sexual actions have hurt another person - for example, giving them a child to raise alone or a disease - it might be necessary to collect some DNA evidence or determine when certain sexual acts occurred (because that would count as investigating).

d. One example might be criminalising someone with AIDS engaging in sex with partners who aren't aware of their condition.

We don't think any of these allow for undue interference or open up the possibility of serious abuse by so-inclined governments.
