I'm not convinced that soft mandates would deem a proposal useless; Freedom of Assembly contained very little mandatory language, yet I still think it was an excellent resolution.
This one, however, I don't like. I don't think nations should be "urged" to legalize/illegalize recreational drugs any more than they should be "urged" to legalize/illegalize smoking, drinking, pornography, prostitution, gambling or, for that matter, necrophilia. The rest of the proposal is fine, but Clause 1 is an inappropriate value judgment that the UN is not qualified to make.
I'd vote AGAINST, if my IDU puppet were in the United Nations.
