It seems pretty clear that this is a proposal that, although it claims to be pro-environmental, it is not seen that way by the region as a whole. I know how difficult it is to be seen as opposing a supposedly pro-environmental resolution when one's philosophy is pro-environment, but this poll result is pretty clear.
