I agree with Friedman's comments about creating "top-level mandates" that all members would have to enforce, and making others optional. Certain things, like the abolishment of torture, freedom of speech, and environmental policies, should be enforced throughout. But things like granting freedom to possess drugs would never be received well in Antrium, and we would have to opt out of it.

I also agree that membership should be optional, and without membership, you don't get any of the group's benefits. Non-members shouldn't be able to join our free trade zones, for example, (although they could because it's a non-member organization right now) without outlawing the things we choose to outlaw in mandates. But we should by no means use our group to harm non-member nations in any way, of course.
