While Ceo and Miki (who currently has a UN proposal at vote) are more qualified than me to discuss content, I too, want to commend you for giving a resolution a try. Whether the content is for practice or may have teeth, it's great to see you involved so quickly.

I should also add that there are other nations here who can give good counsel on what makes a good resolution.
