The majority, but not all of the forums in the IDU boards are open to visitors. Those areas that aren't are typically hidden and really only reservered for archives or internal debates related to the administration of the region and/or forum.
That said, this particular thread technically was for discussion the proposal prior to it reaching quorum and the UN floor. If you wanted to respond to the resolution that was adopted, let me find a more appropriate thread / subforum to point you to.
