Montr?al could probably be sort of a fit for either Anv?ln or Sivaris, although neither of those cities come anywhere close to the size of Montr?al.
You mentioned a cultural town, with influence in fashion and the arts, which fits well with Anv?ln. Anv?ln also has a nightlife scene, since it is a university town.
If you want a more commercial, larger city, however, Sivaris would fit much better. Sivaris also has more museums.
Kind of depends which one is more important as to which one would be a better fit. And maybe neither of them are.
