This is a problem I sometimes have with my puppet Hamilton Ontario, a city-state of sorts. My RL city/RP city-state was forcibly amalgamated, but before that it had 6 constituent municipalities (I made them provinces) and many of those had "constitutent communities" (some which never had legal independence, but many which were mergered in earlier waves of municipal reorganisation).
Are there quarters or neighbourhoods, besides the two absorbed towns, which could twin? Your NSwiki article states that there were waves of immigration, so perhaps there is a Little Europe, New Mumbai or Thai Village out there which could twin semi-independently?
