I don't think there are any size limits, you would just probably want a city of similar size, which could be harder to find. But if you can, go for it
As I said earlier, there are quite a few small little towns with sister cities in RL.
I don't have any good matches for Brig, but I could always invent a small little farming town if you were desperate

Kimesa - Could fit Orlesk (agricultural, more conservative)
Leiris - Maybe a match for Marinik (seaside, major port)
Milhaη - Perhaps Anv?ln? (cultural, liberal, hospitable, friendly)
Pnema - Marnezjalis (minority center, multicultural, tourism industry)
Ωn-Baranxi? - Sivaris, for sure. (largest city, environment-friendly, capital, commercial center)
