NOTING the good intentions of NSUN Resolution #74, ?The Law of the Sea?, and its repeal, Resolution #141,

CONVINCED that piracy is a threat to international trade and safety at sea,

HOPING to improve safety in international trade and travel by sea.

1. DEFINES for the purposes of this resolution, "piracy" as the act of taking a ship or its contents from those legally entitled to it, or committing an act of violence towards a ship or its legal owners, except in cases where this is done in the course of war, and "pirates" as those partaking in piracy,

2. CREATES the United Nations Survey of Maritime Wrongdoers and International Pirates (UNSMWIP) for the purpose of maintaining and publishing a database of known pirates;

3. DECLARES that piracy, or knowingly giving comfort to pirates, shall be illegal in all UN member nations;

4. STRONGLY URGES nations to assist in the capturing of pirates, especially when such  pirates are in the maritime territory of that nation;

5. ALLOWS nations to hire privateers, here defined as ?pirates hired by a government,? against enemy nations during times of declared war.[/quote]
