I don't know if this is a good idea. There are definately problems with the death penalty, and I stand against it, but a UN wide resolution about it...?
Giving incentive to nations to ban the death penalty is good, but insisting they do? That likely won't fly. I know the former option is a cop-out, but I don't see any other way it will work.
