I was afraid that I might have banned navies, however I thought maybe that defining the navy as a whole bunch of privateers would make it legal, but going back and reading that, that clause doesn't make a lot of sense and some words need to be added.
Actually, I never thought about the punishment part. That needs to be fixed I guess.
If there was a resolution on it before, I guess there should be now.
