I mean, it is clear that you want to exclude useless stuff. This clause is stating that patents should be useful, which is redundant since you used the same word when defining a patent.
How you determine whether something "has some kind of use" is beyond me. On the other hand, the patenting of a useless idea does not harm the world in any way. Maybe you could drop it altogether?
