Hmmm even though the definition of "recreational drugs" is quite narrow, this resolution may stand a chance as it is only trying to decriminilise drugs that are natural in origin and may also have cultural or religious uses apart from the recreational while leaving artificially produced drugs illegal. It's a small step.
