Well, there are a couple of similar resolutions floating around ... (you've come to the home of most emergency response resolutions, though not all):
- IRCO (sets up an international Red Cross)
- Tracking Near Earth Objects (an early warning system)
- Good Samatarian Laws
- Epidemic Protocols
- Tsunami Warning System (another early warning system)
- Natural Disaster Act
There maybe be a few other relevant resolutions. A different idea that Grosseschnauzer and I have discussed is a Universial Building Code that should be used for hospitals, police stations, and other emergency shelters.
Your proposal acutally starts to point in that direction:

I don't know about Grosseschnauzer, but I certainly would not mind at all, if you wanted to refine your idea to incorporate the UBC idea into what you have here. The reason you might do this would be to show that your resolution is building upon ground the prior emergency resolutions didn't touch.
Another idea we talked about here was about emergency response for aircraft (could be extended to ships at sea or in space too).
As an engineer in real-life, I *always* have a soft spot for any resolution that beefs up emergency assistance -or- disaster prevention / mitigation.
