rpiddy, the IDU experience has been that it usually takes several submissions of a proposal, and several hundred telegrams to delegates known to endorse (usually from the delegates who have endorsed proposals waiting in the queue to go to the floor for a vote) to obtain enough endos.
If the proposal to repeal DVD Regional Ban (which has been seeking sufficient endorsements ever since I can into the game) can manage to get enough endorsements after all of this time, then any proposal stands a chance, given enough attempts.
