I replace my original proposal with the following:
LIDUN Vote and Debate Procedures

Recognizing the need for clearly defined rules governing debate and voting on LIDUN business
Understanding each member's right to participate in the business of LIDUN
Hereby establishes the LIDUN Vote and Debate Procedures

1. Vote Duration
A. Defines "vote duration" as the method in which LIDUN secures a quorum of members for LIDUN business to be conducted.
B. Requires a minimum vote duration, after the debate of an issue, of 48 hours for all LIDUN business, regardless of council.
C. Mandates that a minimum of 72 hours shall be allotted for votes on the admittance of new LIDUN members and amendments to the LIDUN Charter.
D. All voting periods may be extended beyond their minimum lengths at the discretion of the LIDUN President.
E. A voting period may not be extended for longer than twice the length of its initial voting period unless a motion of extension is approved by a majority of nations that have already voted in said vote.
F. All members may submit an amendment to any proposal under LIDUN consideration (must be submitted after initial debate), to the LIDUN Charter (must be proposed and seconded in the Budgetary and Internal Affairs Council), and to any standing resolution passed by LIDUN (proposed in the respective council related to the resolution).
     F1. Amendments must be considered before a final vote. Amendments must have a minimum vote duration of 24 hours (excluding amendments to LIDUN Charter).
     F2. In the case of multiple amendments on a specific issue, they should be considered simultaneously, with members voting on them all at once.
     F3. Amendments aren't required to be debated. The LIDUN President has discretion to open debate on amendments. Members can also force debate on amendments, should the LIDUN President not call for a debate, by a 2/3 majority vote. Should the LIDUN President not call for debate of an amendment and members don't force debate, it can be put to a vote a minimum of 12 hours after it's introduction.
     F4. Amendments are subject to a 2/3 majority vote. 

2. Debate
A.
Any member reserves the right to call for debate on an issue brought before any of LIDUN 's councils. Should a member call for debate on a proposal, the LIDUN President must preside over the debate
B. Debate on any issue must last for a minimum of 24 hours, and can be extended indefinitely by the LIDUN President 
C. Members can vote, by 2/3 majority, to start, extend and end debate
E. A debate period may not be extended for longer than twice the length of its initial debate period, unless extended by a majority of members who have participated in the debate
