OOC:

2C1a - no way one hour is long enough given everyone lives in different time zones. We have people from opposite sides of the world. Someone will always be asleep.

5C - this screws over many monarchies
5D - how are we defining "international crime"? If that's not set, then it opens the door to weaponised investigations.

I'm also uncertain over some of the other things but these are the immediate concerns.

I do not mind cutting 5C
We can amend 5D "No individual convicted or under investigation of international crime(s), as defined by this body, can serve as a delegate or in a delegation."

And we can strike the amendment debate process, and use Section 6, Vote Duration, to govern amendments

I'd like to add

Xiomera had voiced concerns as well, regarding Council Chair's being able to reject consideration of proposals and issues, by refusing to schedule their debate/consideration.

We will amend Section 3, Parliamentary Procedure, by adding D2 "OOC matters must be scheduled and considered in a timely manner"

I'd also like to add that for IC matters, members can force consideration of an issue via 2/3 majority vote

Amendment:
After a conversation with Slokais Islands, I am striking Section 3, D2. 

I am also amending the title to "LIDUN IC Rules and Procedures Agreement."

Also, I am adding part F "OOC", under Section 2 "Rules and Procedures Agreement."
"F. The agreement is used to government LIDUN in IC matters. For all OOC matters, the agreement isn't applicable and LIDUN would maintain previous OOC procedures."
