Huitzilhuani spoke first. "The Government of Xiomera is prepared to sign a formal agreement at this time that would specify the following:

First, the restoration of normal trade relations between Zamastan, Xiomera and Kerlile; the termination of all tariffs and sanctions enacted by all three parties; and the restoration of the normal trade relations which existed between the three nations prior to the beginning of this trade dispute. We are also prepared to accept the stipulation made by the Zamastanian government concerning the exception of Kerlian metal-wire imports, but only if this stipulation is acceptable to the Kerlian government as well.

Second, we are prepared to accept a resolution to the dispute between Trive and Kerlile which would result in a formal and written apology for the previous violation of Kerlian sovereignty, a formal and written agreement to avoid such violations in the future, and an agreement for discussions of reparations from Trive to Kerlile to be mediated by a neutral third party. In this event, we would support the end of all trade sanctions and tariffs between Trive, Xiomera and Kerlile, and the resumption of normal trade relations between those nations.

Third, we do still seek a formal agreement between all four nations to not use trade sanctions or tariffs, or other restrictive trade measures, in an attempt to encourage political or social change in signatory states, in order to protect the regional economy. We are prepared to table discussion of this third measure for now, if the parties gathered here cannot support it at this time, but would strongly encourage it to be adopted to restore confidence in the regional economy - and to restore the confidence of other large economies in our region that we can all be trusted to be sane and responsible trading partners in the future.

We do add the stipulation, again, that all measures proposed here must also be approved by our Kerlian partners for us to agree to move forward; we can discuss amending or dropping sections as needed," Huitzilhuani finished, sitting down again.
