I would suggest changing the outcomes so that they're more general rather than specific to this one issue. For instance, outcome 1 could be: Politicians live in fear that their DNA looks too foreign.

Also, our issues drafting section isn't very active. I'd suggest posting this on the NationStates subforum "Got Issues?" where there's a community of experienced issue authors to help you out.
