Tanvi Misra, Prime Minister of Laeral, looked over the message from the Laeralian ambassador in Buttercity again. Agent C-02 had made contact with PM Moore, and she'd shown interest in freeing the prisoners at Ginsnap. Excellent. She hadn't listed any specifics in her offer of assistance, partially to cover up that she didn't have many. She was certain that she could manage providing support to the Lauchenoirian resistance for the operation, either by carrying it out under Nicholas's nose or by persuading him to accept it, but despite having given the National Security Council over a day to formulate a plan, they hadn't finalized it yet.
The Laeralian source regarding conditions in Ginsnap was Agent C-28*, who worked for the catering company supplying the prison with its (supposedly inedible) food. A plan the NSC had been discussing involved spiking the guards' food with a poison to dull their reactions, while telling the political prisoners to stage a hunger strike so as not to ingest the poison. Another approach considered involved tunneling into the prison and freeing the prisoners into the countryside. Either way had the advantage of simplicity, making it more plausible that the Lauchenoirian rebels could have pulled it off on their own without foreign assistance. But once the prisoners were broken out, the problem of preventing recapture remained. Were Lorentonia a seaside city, smuggling the prisoners onto a boat which could then rendezvous with a Laeralian 'fishing trawler' in international waters would be easy enough. Given Lorentonia's inland location, however, the prisoners would need to be snuck to the coast before that could happen. Complications, complications. She needed a contact who knew the situation on the ground before she could make any solid decisions.
"Excuse me?" her aide said. Tanvi turned, and accepted the tablet in her outstretched hand. It was displaying a shaky video, only about thirty seconds long, evidently from a low quality handheld phone camera. It showed the First Minister of Melissa province fleeing into a crowd...
A few seconds later, the video abruptly ended with the violent death of Darío Vega. Tanvi thought it over. A video, posted online, showing obvious human rights abuses in Lauchenoiria. She smiled. "Everything those bastards do digs themselves a deeper hole."

The region is divided into sectors assigned with a letter; Laeral and its neighbors are A, while the Lauchenoiria-LOM region is C. An agent from the BEA's central headquarters assigned to a certain sector is given that sector's letter and a number starting with 0. Foreign nationals recruited for the BEA are assigned using their sector's letter and a number that doesn't start with 0.
