I'd like to include a number of the Islands within the jurisdiction of Nova Sodor if that were possible. That said I think your suggestion that Islands closer to the mainland would quite possibly belong to that nation also makes a lot of sense.
Re the mammals I'd like to think (and do remember that I'm a complete layperson!) that at one time a complete set of native European type fauna existed. As I alluded to there was a period of industrialisation but things stagnated around the RL point if the mid twentieth century so I'm thinking that pressure was definitely brought to bear on the Eco-system but not so much that it was completely eradicated.
There was technological resurgence during the RL 1980's whilst in more recent years a number of large scale state funded programs have seen the environment protected and restored (hence the good NS stats for Eco-friendliness and environmental beauty.
Business and technology still play an important part in the Nova Sodor but these days it is dominated by the less damaging industries such as IT or retail or indeed (through Government regulation) environmentally friendly agriculture.
To actually finish answering your question I'd like to think that as above the original fauna was never completely eradicated and due to the programs of more recent years it is once more begins to flourish (just have a look at the number of deaths caused by bear attack or being lost in the wilderness (we might a tech savvy bunch on Nova Sodor but we do enjoy the great outdoors as well - looks like it also enjoys us!).
