[Bears Armed]

Not to say that some nations in the WA couldn't use guidance in such matter, but the Bears are perfectly cpaable of planning & managing sustainable foresty for themselves... and regard the idea of having a WA agency not only do all of the planning (instead of just, maybeso, vetting nations' own plans instead...) but then being in charge of approving or vetoing any work carried out under those plans too as far too excessive.
