[Sanctaria]

I'm not quite sure how I feel about this particular piece of legislation. One the one hand, it's Free Trade, and I can usually get behind a good FT proposal due to the stats, but on the other hand, and ICly speaking, Sanctaria's government would be disinclined to support the mandate on how to apply our domestic taxes.

I may abstain.
