Just one minor quibble _
You refer to the need for nations to create an agency for this role in a couple of places, but some nations might already have one. I know that you said the agency could be added onto a suitable government department that already exists, but that isn't quite the same as saying that the duties could be assigned to an existing agency...
So, something along the lines of "should possess (and therefore should, if they do not already posses one, create)", perhaps?
