I would take out the multiparty bit, as its still arguable as to whether or not it's actually true, and you'll get significantly more of the Nonpartisan, Commie, Fascist, and other votes that this might not otherwise by removing the word "multiparty" from the proposal.

Otherwise, I can't find any major issues with it.
