Thank you for resurrecting this. I was hoping that by adding the Sister City page to the IDUWiki, I could subtly get some new cities involved...it must have worked 
Here's what I came up with for Antrian cities: (I should add more of them...)
Anfang: Antrian cities are, in general, not very old, and our capital is a relatively large city, so I don't think it matches well. (Although I was expecting less than 2 million when I read "small city"
)
Yimal: Depending on which you feel is more important: culture or economy. Sivaris is the clear choice for a business center, but Anv?ln is our cultural mecca.
Stormdale: Ethnic differences could make it a pair for primarily French Marime or primarily Alv?sin Marnezjalis. Marime is bigger and older, so it's probably better, but again it is up to you.
Minal: Again, this has two possibilities. If it's more industrial: Devros is for you. If it's more of a kind of tourist trap, Corico might be a better choice. Corico is more Las Vegas-y, if you Canadian types have heard of Las Vegas

Kalak: Err...well, if you pick Corico for Minal, Devros would fit Kalak.
Nor?ri: Pretty good fit for Orlesk. They both have strong agriculture and fishing industries, and a specific ethnicity. (Orlesk's is Keeslandic, which is actually probably not our minority ethnicity, but maybe it is.)
Colisin: Anv?ln is our college town. Our largest port is at Marinik. This one might be sort of a stretch, but that's up to you.
I went back and added two more cities to my original post, to anyone who is interested.
