I wanted a 'non-human' nation for arguing the case that rights granted through NSUN resolutions should apply to all sapients rather than just to humans. The use of an example about "The right to arm bears" in the rule against joke proposals inspired me to try 'Armed Bears' as a name, and when that was unavailable I simply -- as you can plainly see -- reversed the order of the two words...
