I like it. Nothing too heavy handed, but definitely something that can help. My only possible issue would be with efficiency, with all activities from NGOs being encouraged (not required, as I read it) to be allocated through the ICRC before it can actually take place, but other than this it's great. It will help reduce unnecessary duplication and lack of communication between different aid organizations.
