So, here I am, back again.
I feared Scoopy would not fullfill his duties, which is why I specifically mentioned that Mikitivity was allowed to do the Delegate Duties for me. Although there is no specific law for such cases, the very basic rule is "Trust the delegate to take the right decision". In this case, the provision that allowed Miki to legally take over. If I hadn't, the elections could have been held earlier or either an EC or Government member could have been appointed delegate. I think we should put into law those who have an official Government position, though currently that's only the Immigration Minister and the Vice Delegate. But I think it works fine now, after all, a delegate can *always* be removed from their position.
It was only two weeks I was away now, and I have to admit that I was so busy before my vacation that arranging delegate matters in my absence ended up too low on the list. I should have arranged matters at least a week beforehand.
But I'm back now, and won't leave my internet connection until after the elections
