ACKNOWLEDGING the importance of commercial passenger transit to international cooperation and commerce,
CONCERNED about the lack of international standards governing the transport of fire arms, explosives, chemical agents, and other weapons on international passenger transports,
UNDERSTANDING that the possession of these materials is legal in some nations and that international passengers may wish to transport these materials with them in their travels,
1. CONSIDERS any material such as a firearm, explosive, chemical agent, or other weapon or tool which can be used to interfere with safe transit of international passengers to be unacceptable on an international flight.
2. MANDATES the following safety standards for all luggage on international civilian flights:
I. No firearms of any kind, unless the carrier is licensed, the firearm is legal in the country of arrival, and the carrier has proved that the firearm will only be used for benign purposes.
II. No explosive devices
III. No irritant, explosive, toxic or other potentially dangerous chemical substances.
IV. No concentrated microbes or other organisms which have the potential to be used as a biological weapon.
3. MANDATES the further safety standards for all hand luggage on international civilian flights:
I. No knives, scissors, nail-clippers, or other sharp objects of any kind.
II. No hypodermic syringes, unless the carrier has a genuine certified medical reason for carrying such, and can be trusted to keep them on his/her person at all times.
III. No liquids of which the contents is questionable.
IV. No glass bottles or other objects which have potential to become dangerous or sharp objects.
V. No other objects which may be used to threaten cabin crew, or to hijack the aircraft.
4. STRESSES that the following standards only apply to civilian flights.
5. ALLOWS law enforcement and military officers to hold firearms on civilian flights, as long as the officer is trained, the airline does not object, this is legal in both the country of departure and the country of arrival, and the officer is permitted to carry the firearm by his/her military or law enforcement agency.
6. CREATES the Committee for Civilian Aviation Safety (CCAS) to ensure that all airports and airlines are complying with this resolution, and to inform people of the standards set forward in this resolution.
