This is a tough one. I keep waffling on it. I'm figuring it won't pass, so perhaps a strategic vote in favor to encourage it to be tried again?

I've bolded the important parts and the most important part I've even underlined. Now, keeping in mind that the law means what the law says, this resolution says that no WA member nation can detonate a nuclear weapon, for any reason, if the fallout will end up outside their territory. Now, do you still think that this only applies to testing?[/quote]
I think a vote AGAINST is strongly warranted.
