LIDUN IC Parliamentary Rules and Procedures Resolution
Recognizing the need to establish the official rules and procedures of this body
Hereby establishes the Parliamentary Rules and Procedures Agreement of LIDUN
1. LIDUN Session
A. Establishes January 3rd as the start of a LIDUN session and December 31st as the end of a session.
B. Charges the Budgetary and Internal Affairs Council with setting the official calendar, including breaks and recesses, of LIDUN. To be approved at the beginning of each LIDUN fiscal session, within 5 days
2. Rules and Procedures Agreement
A. Mandates the Secretary-General to oversee the start of a session each year, and conduct the first business of members agreeing, by ⅔ majority vote, to a Rules and Procedures Agreement before any other business can be conducted, beginning with the former session's agreement and opening the amendment process.
B. Rules and Procedures Agreements must be approved at the beginning of a session.
B1. Defines Rules and Procedures as the recognized processes in which member states must adhere to when conducting LIDUN business
B2. The approval of a session's Rules and Procedures Agreement is subject to a 2/3 majority vote of a quorum of LIDUN members.
C. Defines an amendment as the altering, in any way, of the language of this document.
C1. Each LIDUN member's delegation is entitled to submit an amendment. Amendments to this agreement must be debated for a duration set by this agreement. A quorum of members must be present for the opening of a new LIDUN session and the consideration of amendments on the Rules and Procedures Agreement
D. Further mandates the Secretary-General to select a Parliamentarian and Vice Parliamentarian (SG delegates), out of LIDUN members, to assist with LIDUN business and preside over the body in the Secretary-General's absence
D1. The Parliamentarian cannot serve as a Chair or Ranking Member2. The Vice Parliamentarian cannot serve as a Chair
E. Charges the Parliamentarian and Vice Parliamentarian to preserve the integrity of the Rules and Procedures Agreement
E1. Directs any members with questions, comments, or concerns about the Agreement to come to the Parliamentarian and/or Vice Parliamentarian.
E2. Charges the Parliamentarian and Vice Parliamentarian with ensuring all members, including administrative roles established by the Agreement, are in strict adherence to the Agreement, including presiding and participating in LIDUN proceedings, and including administrative roles executing authority established by this Agreement.
E3. Charges the Parliamentarian and Vice Parliamentarian with executing the language and purpose of this Agreement upon its initial passage and after any amendment is approved.
F. The agreement is used to govern LIDUN in IC matters. For all OOC matters, the agreement isn't applicable and LIDUN would maintain previous OOC procedures.
3. Parliamentary Procedure
A. Establishes Parliamentary procedure to conduct LIDUN business in the Councils.
B. Mandates members of each Council to designate a Chair and Ranking Member, from their own ranks, to preside over the Council and conduct official business.
B1. Establishes the process in which a Chair and Ranking Member is selected
B1a. Beginning at a new LIDUN session, or during the vacancy of the Chair position, the Council cannot conduct any other business until a Chair is selected.
B1b. The previous session’s Chair, Ranking Member, or the SG (or SG delegate) shall conduct the business of selecting a Chair.
B1c. Any member of the council may nominate themselves or another nation to serve as Chair.d. A member must receive a nomination and a second to be considered.
B1e. Should no nation be nominated; the SG must nominate two nations to serve as Chair.
B1f. In the case of multiple nominations, each should be considered. The member with the most votes shall become Chair. And the member with the second most votes shall become Ranking Member
B1g. Should there be a tie for first place, two member nations shall serve as co-chair. In this case, the Ranking Member is the third-place nomination, or if not applicable, nominated by the SG
C. Charges the Chair to set the official calendar for the Council, to be in accordance with the calendar of LIDUN, requiring the Council be in session when dictated by the official LIDUN calendar. Additional recesses and breaks can be added to a council’s calendar, as long as there is no mandated obligation for the council to be in session in accordance with the official LIDUN calendar.
D. Charges the Chair to determine which proposals and issues the Council will consider, and ultimately add it to the calendar if necessary.
D1. Entitles members to force consideration of a proposal or issue by 2/3 majority vote
E. Charges the Ranking Member with conducting the business of the Council in the absence of the Chair, assuming the powers and responsibilities of the Chair
F. Empowers members to dispose of the sitting Chair or Ranking Member by 2/3 majority vote.
G. Entitles the Chair and Ranking Member with first and secondary preference, respectively, during debate.
G1. Each member is entitled to debate on issues brought before the Council.
G2. Charges the Chair and Ranking Member to work in coordination with each other to set and enforce the rules and duration of debate, to be in accordance with Rules and Procedure
4. Delegations
A. Defines a Delegation as the official representation for a member nation in LIDUN.
A1. Each nation’s delegation shall be led by a senior delegate, selected by the member. The senior delegate is the individual who participates in LIDUN votes on behalf of the member nation. This position shall be officially referred to as LIDUN Ambassador, and the remainder of the member nation’s delegation being any staff, if applicable, serving in roles in LIDUN, or its Specialized Agencies or Departments (ie. The individual serving as Secretary-General is also a member of their nation’s delegation)
A2. LIDUN Ambassadors from each member nation must introduce themselves and their nations in the Budgetary and Internal Affairs Council, during a special session presided over by the SG, at the beginning of each session.
A3. For the SG, Parliamentarian, Vice Parliamentarian, Directors/Secretaries, or any other positions created by LIDUN, the nation selected to fill this position shall simply appoint a citizen from their nation to fill the vacancy.
5. Parliamentary Conduct
A. Delegations may not receive compensation from any third-party during their assignments at LIDUN.
B. Delegations may not trade or accept gifts while conducting LIDUN business.
C. No individual convicted or under investigation of international crime(s), as defined by this body, can serve as a delegate or in a delegation.
D. Delegates cannot speak ill of one another, or engage in personal attacks while addressing LIDUN, or while considering and debating LIDUN business.
E. No member or staff can be retaliated against for reporting ethics violations or potential corruption.
6. Vote Duration
A. Defines "vote duration" as the method in which LIDUN secures a quorum of members for LIDUN business to be conducted.
B. Requires a minimum voting period of 48 hours for all LIDUN business, regardless of council.
C. Mandates that a minimum of 72 hours shall be allotted for votes on the admittance of new LIDUN members.
D. All voting periods may be extended beyond their minimum lengths at the discretion of the LIDUN President.
E. A voting period may not be extended for longer than twice the length of its initial voting period unless a motion of extension is approved by a majority of nations that have already voted in said vote.
F. With Amendments, all members may submit an amendment within a 24-hour period. The amendments are all simultaneously subject to a vote, each subject to a 2/3 majority vote for passage.
