The Great Tour

At the end of 2019, Empress Yauhmi of Xiomera departed on a three-nation tour as a way of introducing herself - and Xiomera - to the rest of the IDU. Later dubbed the Great Tour, the trip was meant to show the flag and bring Xiomera greater prominence on the international stage, as well as to strengthen Xiomera's position through trade and defense agreements. This is a chronicle of Yauhmi's trip.

President Rebecca Arnott looked around the room as she waited for Empress Yauhmi to arrive. It was bright, with large windows overlooking the gardens outside. A bookcase stood in one corner full of colourful volumes. On the table next to her sat an assortment of cakes and a teapot, ready for the meeting. She was looking forward to it. So much of her job was stressful, but somehow her interactions with Xiomerans tended to go well. So when the door opened, she smiled and stood, ready to greet the Empress.

For her part, the Empress had been looking forward to the visit to Kerlile, and the trip abroad as a whole. State visits were rare for Xiomeran leaders, a fact Yauhmi was determined to change. Xiomera had been a relatively minor player on the world stage until now. Showing the flag, so to speak, was a way of making Xiomera more prominent.

It was also nice to just get out of the country on occasion; even leaders like to travel.

When she walked into the room, the Empress smiled in return and walked to where Arnott was standing with her usual confident stride. "President Arnott, thank you so much for having me," Yauhmi said, offering her hand to shake. "I have been most eager to make this visit."

Arnott shook Yauhmi's hand, smiling, and gestured for her to take a seat.

"I am very happy to have you here," Arnott said. "Would you like some tea, or a cake? I'd recommend the strawberry cake, it's delicious."

"I do believe I shall try both. I will take your suggestion, the cake does look quite appetizing," Yauhmi replied, taking a seat. "You're a very gracious host. That's something Xiomerans appreciate; being a good host is a very important thing in our culture. I do hope we can learn more about each others' cultures and societies during my visit. Both of our countries have the distinction of being a bit....mysterious to the outside world."

"I am sure you will find Kerlian culture a lot less horrifying than what the rumours say. We are far less frightening than nations like Lauchenoiria give us credit for," Arnott chuckled.

Yauhmi laughed pleasantly in response. "I don't tend to take much of what Lauchenoirians say seriously, so no need to worry there. Xiomerans can relate to that feeling - half the IDU seems to think that we're some frighteningly barbaric country that wants to steal their land and put them all on spikes, or something. It's all just silly, especially considering that we haven't done anything particularly hostile to anyone in decades. I rather think that undeserved reputation is a big reason why we're more sympathetic to Kerlians."

"Yes, I have seen some of the things certain nations have said about yours recently. They come up with lies to make nations like ours their enemies to distract from their domestic policy failings," she shook her head. "And they do not care who they hurt in the process. My government has made great leaps forward in reforming some of our... less savoury policies, and yet these democracies who claim they want that have only sanctioned us further!"

"Indeed, it is all political, and it is a shame that the people in those so-called democracies do not see that they are often misled by ambitious or greedy leaders. This is why Xiomera is grateful for its friendship with Kerlile. Nations like ours, who face these threats, do need to stick together in these troubled times," Yauhmi replied.

"I agree wholeheartedly," nodded Arnott. "We in Kerlile are so grateful for your friendship. Especially over this unfortunate Aurora incident. I am deeply sorry about that, I must say. Councillor Pierre is proving most reluctant to allow us to put this behind us."

"Ah, yes. I was afraid Councillor Pierre might prove to be......problematic on this matter," Yauhmi said calmly. "You need not apologize for the Aurora matter, though... it wasn't your idea, after all." The Empress paused for a moment. "I am confident that you can handle the recalcitrance of Councillor Pierre." The following but if you need help, Xiomera has its ways went unspoken. "In any event, we will continue to treat any Auroras in Xiomera in a civilized manner." Yauhmi took a sip of her tea. "I understand one of the Auroras recently decided to return to Kerlile. I hope she is doing well."

"I have not met with the individual in question, but I believe she has decided to attend university next year and is taking a sabbatical," said Arnott. "As for the matter with Pierre, Jennifer - Councillor Hale - tells me she has some method to rectify the situation. She has not told me what, but it will be interesting to see. She is still married to Josephine Alvarez, you know."

"Oh? Hopefully her method will not involve the birthday gift I gave her," Yauhmi said with a small laugh. "A mācuahuitl tends to be a permanent solution to a problem. In any event, it will be interesting to see how Councillor Hale resolves the matter. I must admit, I am surprised she is still married to Prime Minister Alvarez. I would have thought circumstances would have ended their relationship long ago."

"I have no doubt that Hale might want to end Pierre's life, but I highly doubt she would," Arnott chuckled. "And Jennifer is very much still in love with Alvarez. It is the motivations of the Prime Minister I find curious - she has yet to file for divorce."

"Most curious indeed. I won't pretend I understand the motivations of Alvarez even under normal circumstances, however. I have had my own interactions with her, and I am still not entirely sure what I think of her," the Empress said thoughtfully. "If she reciprocates Hale's love, however.....love is a powerful force. It can make people act in surprising ways," Yauhmi said. She recalled her decision to shut down an entire city's traffic grid, all in revenge for someone smearing the love she had for her husband. Love did make one act strangely, indeed, the Empress mused.

"I have never been a fan of the Lauchenoirians myself, I must say, but Hale has such an infatuation with their culture. It seems harmless however," Arnott said, helping herself to a cake from the assortment. "Before you meet with the Council later, I wish to give you a little advice about interacting with some of them. Councillor Chiu may be suspicious of you because of your known friendship with members of the Shen royal family. Her family has some kind of feud with them that I try my best not to understand: I would rather not be involved. And Councillor Pierre, of course, is bitter over the Aurora affair. The rest, I am sure, will be perfectly pleasant, though of course Councillors Greenwood and Georgiou are still out of the country so will not be present. Councillor Robinson will likely try and insult Councillor Pierre to you - take what she says with a pinch of salt, those two families are as bad as the Chiu and the Wu."

"Meetings with my advisors are so much easier.....they just do what I tell them," Yauhmi laughed. "I do appreciate the advice. And as pleasant as chatting and gossiping are, I suppose I should get down to business." Yauhmi set down her teacup and turned to face Arnott. "I should let you know what my agenda is for the visit. We would like to offer Kerlile a similar economic and defense package we offered to the Shen, albeit on a smaller scale simply because Kerlile is a smaller country. We propose to build several factories in Kerlile to produce goods and needed items locally - as well as defense materiel for the Kerlian defense forces. We are also prepared to offer substantial economic and material aid. Our goal is to help Kerlile recover more quickly from the damages of the Haven Accords so that it can resume an effective role in the world."

Arnott quickly adopted a more businesslike pose, nodding along to Yauhmi's words.

"We would be grateful for any aid you are willing to give us during this difficult time. Due to the radical restructuring of certain aspects of our society since I became President, and as a consequence of the economic downturn caused by certain countries policies towards us, we have a large number of people seeking work. Factories that could employ Kerlian citizens would be most appreciated. I am curious as to what you would like us to do for you, it must be said, however?" Arnott asked.

Yauhmi nodded at the expected question. "That is only fair to ask. For now, of course, we would only ask that Kerlile continue to support Xiomera publicly, and in particular on such matters as the nonsense taking place in the South Xiomeran Sea. We do not expect you to provide open military support, of course. We know Kerlile is not in a position to do that as things stand now. Being open to Xiomeran trade and investment is an ideal place to begin for now. Xiomera will benefit from the investment as well, of course, from increased trade with Kerlile. Now, once Kerlile is back on its feet economically and militarily, we might wish to revisit further defense cooperation then....but we're not trying to hold you hostage. We do not want to enter any deals in which you feel obligated to do anything in exchange for Xiomeran support. One of our foreign policy goals is to help struggling nations. This mission, for us, rises above any expectations of gain."

Arnott relaxed upon hearing that open military support was not expected immediately, visibly relieved. Since the incident with the Zamastanian ships had first happened, she had been kept awake at night, worrying that her country would be dragged into another war that would weaken them enough to destroy them.

"I am glad to hear that. And of course we will continue to publicly support Xiomera, and provide what assistance we can given our situation. On the matter of the incident in the South Xiomeran Sea, I dearly hope it can be resolved peacefully, but should attempts fail, we will do what we can, given our situation, to support you. However, as you will likely see during your visit, there is little appetite for war here just now."

"There is no appetite for war in Xiomera either, I assure you. War is bad for business, bad for national development....I have plans for Xiomera, and getting into silly wars that disrupt our progress is not among those plans. So I can sympathize with that feeling among your people," Yauhmi replied. "So, we will do whatever we can to resolve matters in Catica peacefully, and move forward. I am a bit curious....are there those in Kerlile who would be opposed to closer ties with Xiomera?"

"I will be honest..." Arnott bit her lip, "there would be a few, but a minority. We have an isolationist faction, who wish for us to cut all ties with all countries. It has no support on the Council, but there are a number of cousins and distant relatives within our families who support their ideology. Nobody who subscribes to the isolationist argument has power at the moment, however. Then there is Councillor Pierre, but she is just bitter over the Aurora affair and that will pass with time. Councillor Chiu... really, she is just worried about Shen, she doesn't oppose Xiomera on principle and I'm sure once she has spoken with you her fears will dissipate. There shouldn't be too much trouble."

"That is good to hear. We will certainly do all we can to reassure anyone with doubts, of course." Yauhmi finished her cake and took another sip of tea. "Since we're discussing what will be brought before the Council, is there anything specific you had in mind to request from Xiomera?"

"Well, this is going to sound rather strange..." Arnott blushed slightly and gestured to the assortment of cakes, "but as you can see, we have been really struggling to get chocolate recently. The rationing of certain goods is becoming ridiculous, I don't suppose we could come to some arrangement for importing more?"

"Of course! If you draw up a list of rationed items, we can see which of them we can supply and add that to whatever agreement we can come to after I speak with the Council." The Empress smiled warmly. "I know I couldn't live without chocolate. Sweets are a personal weakness of mine."

"Well, I hope you've brought adequate supply," chuckled Arnott. "Rumour has it, a chocolate bar can be sold for several million Credits on the black market these days. Oh... and just as a heads up, because we haven't announced this yet..." Arnott trailed off into silence, wondering if she should finish her sentence.

Yauhmi smiled again. "What is it?"

"We are likely going to scrap our nuclear programme entirely. We can no longer justify the expense, we have had little success in getting things to work and all it serves to do is make people angry with us. Goddess help me if Pierre finds out I told you," she shook her head.

Yauhmi snorted at the mention of Pierre's name; the expression on her face made it clear she was not a fan. "If certain people knew I was telling you this, they would also be apoplectic. But one of the joys of being Empress is not having to answer to irritated men." Yauhmi leaned forward. "Xiomera is capable of assisting with a nuclear program....should such assistance be needed."

Arnott smiled but shook her head sadly. "I doubt the Council will change their minds on this matter now. Several of the Councillors are opposed to the program in general, and I do not believe we have the inclination to continue any longer. Councillor Georgiou, before departing for Shuell, gave a very impassioned argument in favour of diverting research from nuclear weaponry to nuclear energy - and given how difficult it has been for us to get our hands on oil, it is a compelling suggestion."

Yauhmi nodded. "Perhaps there is another way we can help then. Despite our rather checkered reputation when it comes to the environment, Xiomera does have green energy capabilities. Nuclear and solar power, along with wind power. That could help alleviate some of your energy issues."

"That would be most appreciated," Arnott said, perking up a little. "And yes, I heard about the incidents with the Lauchenoirians. They really do enjoy causing trouble, don't they?"

"They do, indeed. For quite a while, they seemed to have a particular fondness for annoying Xiomerans. Thankfully, they seem to have moved on to other countries for the moment." Yauhmi seemed unusually pleased with that for some reason. "So....trade investment, new factories and consumer goods to deal with the pesky rationing and such, and some military aid and help with the energy sector. I think we have a good foundation to build on. Hopefully the Council will agree."

"I hope so too," Arnott nodded. "I have had such difficulty with them recently, more so than any of my predecessors. But I think this is one thing we can all agree on."

"I will do my best to help. I can be quite convincing, so I've been told," the Empress replied with another laugh. Exactly how the Empress could be convincing was possibly a subject best not touched on. "Will I be able to meet with the Council soon?"

"They will be in session all day. You can go to the Council chamber now, if you wish," Arnott said. "I can call ahead, I assure you they will meet with you immediately."

"Thank you, I think I shall do that. I've always been fond of striking while the iron is hot." Yauhmi paused before getting up. "Will you not be attending the Council meeting?"

Arnott stood as well and shook her head. "The President rarely attends Council meetings. I have other matters to attend to in the meantime. Well, I have enjoyed meeting with you and I am so grateful for your support for Kerlile. I hope you enjoy the rest of your visit, and I shall see you tomorrow at the ball."

"I look forward to that with great anticipation. Thank you for your gracious hospitality. I hope you have a good day, and we shall speak again soon," Yauhmi replied, shaking Arnott's hand again before walking out of the room. As she was led to the Council chamber, she mentally prepared herself. Even though Kerlile was, to a degree, dependent on Xiomera, the Empress knew she would have to prepare quite a pitch to accomplish Xiomera's goals for the meeting.

Ballroom, Arnott Residence, Grapevale, Kerlile
11th December 2019 - evening

The ballroom was grand and colourful, with tasteful music in the background at a volume that was neither too loud nor too quiet. Canapes were available from a multitude of servants milling around, and also from tables at the sides. Some women sat down, talking and idly sipping champagne, while a group of teenage girls, daughters of various Councillors, were already on the dancefloor.

President Arnott stood talking to her daughter Rosemary, who seemed to be disagreeing with something but in an amicable fashion. Other Councillors stood dotted around the room, including Hale who stood with water, still not drinking alcohol due to breastfeeding. Councillor Pierre hid in the corner, eating and watching the party, being approached every so often by her second daughter, Eva, who seemed to bring her news.

The most noticeable thing, however, for one from outside of Kerlile, was the lack of men. There were some, of course, but no more than 15 across the entire party, which stretched not just through the ballroom but into several adjacent corridors. Further from the ballroom, a pair of Chiu cousins were sitting on a staircase near the entrance, watching people come and go; and outside a group was gathered chatting in the fresh air.

As Yauhmi and her entourage entered the ballroom, the Empress stopped for a moment, theoretically to admire the scene. She was doing that, to be sure. Yauhmi was also sizing up the room, methodically noting who was present and who she wanted to speak with first. Seeing President Arnott and her daughter, the Empress nodded and made her way over to the pair. Her entourage followed at a distance, doing an excellent job of blending in with the party while still providing the Empress an escort.

"President Arnott, good evening," the Empress said with a broad smile. "You seem to have put together quite the party."

"Empress Yauhmi! Thank you, I do hope you will enjoy it," smiled President Arnott. "I believe you will have met my daughter Rosemary when you spoke with the Council yesterday?"

"Good evening, Empress," Rosemary said, nodding respectfully.

"I did," Yauhmi said. "It's a pleasure to see you again. I found the Council meeting quite fascinating. It is always interesting to see how others do things. We have a council that advises me, and of course my Cabinet as well. But it must be nice, sometimes, to not be the only one making all the decisions," the Empress mused. "I did enjoy meeting all of the Councillors. I shall have to be sure to make everyone's acquaintances again this evening," Yauhmi added with a smile, taking a glass of champagne from a passing server and thanking them.

"I am sure they all look forward to speaking with you again," President Arnott said. "Especially Councillor Hale, she told me earlier she has something she wishes to tell you? I do not know what."

The President finished her drink and handed the empty glass to a server as Rosemary stood, idly fidgeting with her own glass and glancing at the dancefloor every few seconds.

"I see," Yauhmi replied, a bemused expression forming on her features. "That does sound intiguing, and I do love a bit of intrigue. I do plan to dance a bit, but I suppose I shouldn't keep Councillor Hale waiting." The Empress finished off her drink with a swift gesture, placing the glass down on the table. She smiled again at both the Arnotts before making her way over to where Councillor Hale was standing with a determined stride.

Noticing the approach of the Empress, Hale glanced briefly in the direction of Councillor Pierre before smiling and turning towards Yauhmi. "Empress Yauhmi, I hope you're enjoying the party. Thank you so much for the birthday gift, also."

"I am enjoying the party very much. I rather suspect that this will be a very entertaining evening," Yauhmi replied, also glancing briefly at Pierre before returning her attention to Hale. "And I hope the gift was pleasing to you. We Xiomerans do admire strength in the face of adversity, and the mācuahuitl is historically a symbol of prowess, so it seemed a most fitting choice of gift for you."

"I thank you greatly," Hale smiled, and then lowered her voice. "I would like to give you something in return, however I do not believe Pauline over there would appreciate it. You really must try some of this dessert," she said as Eva Pierre walked past, leading Yauhmi over to a table on which a selection of sweet foods sat. "Its delicious," Hale said, picking up a plate and handing it to Yauhmi. Nestled under the plate was a folded up piece of paper Hale had slipped into the hand of the Empress.

Yauhmi gave no sign whatsoever of having received the piece of paper from Hale. She took a piece of dessert and ate it, making small talk with Hale throughout. When she was done, the Empress placed the plate on the table, expertly palming the note from Hale. She reached into her purse to retrieve a handkerchief to wipe the corners of her mouth; the paper slid into the purse unseen in such a skilled manner that an ASI spymaster would have applauded. "Thank you for the dessert recommendation. I did, indeed, find it very much worth my time," the Empress told Hale with a bright smile.

"I imagine some of the other Councillors will wonder how they were able to come by such a wonderful dessert in the current climate," replied Hale, smiling, "but there are always people who know where to look. Enjoy the rest of the party, Empress."

"I shall.....have a good evening as well, Councillor," Yauhmi replied, giving Hale a polite nod. The Empress looked around the room again, before spotting Councillor Chiu. She mentally prepared herself to try to seem harmless and engaging, before walking over to where Chiu was standing. "Good evening, Councillor," the Empress said politely, waiting for Chiu to respond.

Councillor Chiu looked somewhat tense, but smiled anyway and nodded towards Yauhmi. "Empress, glad to see you at our ball. I saw you speaking with Councillor Hale, I hope she was not as lacking in decorum as she usually is."

Yauhmi laughed pleasantly in response. "Councillor Hale was....direct. But to be honest, I like direct conversation. It tends to save time," the Empress replied. "I am glad to see you here as well, Councillor. I was hoping to speak with you, actually."

"Oh?" Chiu said, stiffening a little, nervous. She had lived most of her life in a state of paranoia, everything made her frightened. "May I ask what about?"

Yauhmi noticed Chiu stiffen, and mentally sighed. This will require delicacy, she thought, keeping the friendly smile in place. "I mainly want to provide you reassurance. And to introduce myself, in a way. I understand that due to your family's history, and to my personal friendships, you may have reason to be concerned about the change in leadership in Xiomera."

Chiu gripped her glass tightly in both her hands and looked down at the floor. She took a couple of deep breaths before replying. "I do not know what you know of my family history, Empress. There are several versions, and the one your... friend is likely to tell is not one I would agree with."

She sighed and then handed her unfinished glass to a server. "I shall take a leaf out of Councillor Hale's book, however, and speak truthfully. I do not dislike you, nor do I dislike Xiomera. However, my nation is growing to rely on you, as you well know. Given your close relationship with the country my grandmother was banished from, that gives me cause for concern. I merely think that my government ought not to rely on a single other state... especially one that could end up having conflicting loyalties one day."

"Let's just say....that I make it a point to know all versions of a story before I make a decision on anything," Yauhmi replied gently. "I won't say something silly like I understand how you feel because I have not gone through anything like your family has. I will say, however, that I am not in the business of betraying allies - nor is the Xiomeran Empire." The Empress smiled and sipped from her drink. "I do agree with you that Kerlile should not be dependent on Xiomera, or any other state. Our goal is to help Kerlile rebuild its strength so that it need not be dependent on anyone. We are confident that our friendship will continue even after that day arrives. As for the concerns of your family....I have already made it clear to my....friends that Xiomera will never do anything against its own interest. Betraying you, or Kerlile, would definitively be against our interests. It would also be distasteful, something else I strive never to be."

The Empress signaled one of her attendants, who handed Chiu a paper with a number on it. "That is my personal phone number, Councillor. I imagine you could have gotten that anyway, but consider this my personal pledge. If you ever grow concerned about where things are headed concerning Xiomera, you are welcome to reach out to me."

Chiu took the paper and looked at it, then smiled at Yauhmi, her shoulders relaxing somewhat. "Thank you, Empress. I find your words reassuring. My concerns are likely unfounded, but my family does like to be very careful these days. I hope you enjoy the rest of the ball... and I look forward to seeing how the relationship between our two nations develops."

"As do I, Councillor, and I am glad I was able to reassure you. I hope you have a pleasant evening as well....and if you ever need anything, you have my number, as they say," the Empress finished with a small laugh. She smiled at Chiu once more before excusing herself. She looked around the room some more, and spotted Councillor Robinson. Mentally preparing herself once more, she walked over. "Good evening, Councillor Robinson," Yauhmi said. "Are you enjoying the ball?"

"Empress! I am indeed," smiled the Councillor, finishing off the dessert she had been enjoying. "I really enjoy this music, and the food is excellent. I was very happy to hear your proposals at Council yesterday, too. It is something worth celebrating."

"I quite agree. This entire evening has been wonderful, and the results of the Council meeting are indeed worth celebrating. I am glad that our two countries are coming closer together. I do believe there is much we can learn from each other," Yauhmi replied, taking another sip of her drink. Some might have wondered if the Empress was consuming drinks rather quickly, but Yauhmi was not an easily intoxicated sort.

"I agree," beamed Robinson, evidently more easily intoxicated than Yauhmi herself. "Kerlile is very grateful for the assistance you have provided. And between you and me," she lowered her voice. "The look on Councillor Pierre's face when you convinced that Aurora to stay was priceless. I have a copy of the CCTV footage if you want to see it. I might get a framed copy."

Yauhmi laughed quite loudly when Robinson mentioned the footage, probably causing a few heads to turn. "If you could send that to the Xiomeran Embassy, they will make sure I see it. If it's as entertaining as it sounds, I may want to have a private screening for myself at the Palace with some snacks!" The Empress grinned widely, whispering to Robinson, "I am glad that I ran into you as well, actually. I know we do not agree on many things politically speaking. However, I suspect that we agree on more than we disagree. And we do also have mutual....problems," Yauhmi said, glancing briefly over to the Pierres once more before turning back to Robinson.

Robinson nodded, glancing at their corner too. Eva was whispering urgently to her mother about something that had caused her eyes to widen in fear. "Certain things can be very common problems, yes. My grandmother found that out the hard way, and paid for it with her life. There are some enemies it is dangerous to make."

"This is very true. However, I usually tend to be one of those dangerous enemies, rather than the other way around." Yauhmi's smile grew slightly wider. "But fortunately, I have no desire to be your enemy."

"I am glad to hear it," chuckled Robinson. "I have far too many as it is. You're my eldest daughter's favourite world leader, you know."

"That is quite a compliment," Yauhmi beamed, "especially since I am not on everyone's favorites list these days. Certain world leaders are definitely not quite as fond of me. Please be sure to give your daughter my compliments."

"I will, Empress," nodded Robinson, helping herself to another glass of champagne from a server. "Enjoy the party, and I will definitely deliver that little gift to the embassy for you to enjoy."

"Excellent, I do appreciate it. And if you do ever need anything, feel free to contact my office. Enjoy your evening," Yauhmi replied with another wide smile. While she was genuinely pleased with speaking to Robinson, the big smiles were also partially a performance for the last person the Empress planned on speaking with. She drew it out for a bit, sampling some more of the various party offerings and engaging various other Councillors and daughters in light conversation. She also extended Myra Georgiou an invitation for her mother to come visit Xiomera at some point to experience the culture of the Empire. But once the socializing was done, it was time for a final bit of business. Without hesitation, Yauhmi finally strolled over to where Councillor Pierre was standing. "Good evening, Councillor Pierre. How is your evening going? Are you enjoying the ball?" the Empress inquired politely.

Startled, Pierre looked up from the phone she had been using and froze. She locked the device quickly and slipped it into her bag, composing herself and adopting a mildly frosty facial expression. "It is a lovely ball, Empress. Unfortunately I have been rather busy lately and my tasks are proving distracting."

"Ah yes....I imagine a Councillor's work is never done. Much like that of an Empress. I also do imagine that recent events have left you rather a bit more busy than normal," Yauhmi replied with a slight smile.

Councillor Pierre turned a shade paler and then pursed her lips angrily. "Yes, the Olympics have been rather stressful for us. We still have not ascertained which fencer was spreading treasonous lies to the Tequilans," she said crisply, knowing fine well that was not what Yauhmi was referring to.

"Indeed. I suppose it can be rather irritating when someone like your fencer does something like that, undertaking impulsive actions without even asking those affected for permission or bothering to consider.....what the consequences might be," Yauhmi replied blandly. "I can certainly relate to such a feeling."

What little colour remained on Pierre's face drained completely. "Yes, it is a real shame when someone decides to betray her country like that. It makes you wonder if such an individual is even capable of loyalty, or if she will just betray anyone she pledges loyalty to. I certainly would never trust someone like that. One would be foolish to do so, and we are both sensible women who see that such foolish actions should not be undertaken lightly."

"Perhaps....although one must also remember that loyalty is not just a one-sided pledge. If both parties to a promise are doing what is right, no one ever needs to worry about a promise being broken." The Empress smiled slowly. "I do agree that one must be cautious about trust. For myself, I prefer to give people a chance to earn my trust - with the expectation that my generosity will be returned by equal trust and loyalty. I find that I achieve very good results in most cases by doing so. Such people usually end up quite loyal to me - the kind of fierce loyalty that deserves equal loyalty and protection in return." The Empress sipped her tea after that last remark.

"I am sure that is easier to trust in a country that does not have the same challenges we do," replied Pierre, glancing around the room while the Empress sipped her tea as if seeking salvation. "For us, trusting others is difficult - most people tend to be out to get us. So we have learned to take measures to protect ourselves that others often see as hostile, when in reality they are only about protecting Kerlile and the dream of a feminist utopia."

"That is a reasonable reaction, one Xiomerans can relate to, at least to some degree," Yauhmi said, sounding a bit more sympathetic. "Xiomera does itself seem to generate quite the hostile reaction in certain quarters for completely irrational reasons." The Empress looked directly at Pierre at this point, defying her attempts to look away. "But at some point, one has to discern as to who one should fear, and who one can trust. Perhaps some others are sympathetic to your dream." The Empress suddenly found herself weary of baiting Pierre. In her own twisted way, the Kerlian Councillor was doing the same thing Yauhmi was - trying to protect a unique place and people from a hostile world. It almost seemed....unsporting to continue.

Besides, Yauhmi was confident her point had been made. She decided to release Pierre from the torture of polite loaded chat with an Empress. "In any event, as much fun as the ball has been, bedtime comes early for an old woman." Yauhmi certainly didn't look tired or elderly, but she nevertheless gave Pierre a polite, almost friendly nod. "I think I will have one dance before I retire. Thank you for the conversation, Councillor. I hope you have a pleasant evening." Yauhmi walked calmly away, idly strolling to the dance floor.

December, 2019. Morning

"This would be the last time that Bayview would host a foreign leader, the end of an era and the beginning of a new one." King Alexander II thought as he watched the Empress' plane land at the brand new Bayview International Airport. Dressed in his full regalia, King Alexander wondered whether it would be his last time hosting a foreign monarch. He knew that he was nearing the end, but he was at peace knowing that his son, Prince Paul, would steer the Nation as an honourable King.

He watched Empress Yahumi disembark from the plane and walk towards the platform prepared for her, smiling from ear to ear. This was not the first time they'd met,they were good friends for a long time, about forty years in fact. Monarchs were rare in the region and they were the last indication of the older generation about to step down in favour of the younger and more savvy youth.

"It's been a long time, Empress Yahumi. Welcome to Legionas." King Alexander said while receiving the Empress' hand. "I'm sure you will enjoy your stay here." Empress Yahumi allowed her hand to be embraced and the two walked side by side towards the Royal Limousine 'The Verdesian Chariot'. The media could be seen on each side of the red carpet, taking as many pictures as possible while brawling with security who had deemed their presence a nuisance.

The Monarchs entered the vehicle and the motorcade sped away to the Bayview Capitol building where Empress Yahumi would address the public and watch a military parade in her honour. In the limo, the two monarchs got comfortable and talked at length on various subjects touching on their nations, the situation in the South Xiomeran Sea, their families and more. The City of Bayview could be seen outside in its full spectacle, ready to host a world leader for the last time. Local law enforcement kept the roads empty and a large crowds flocked to the streets to see for themselves the Empress and the King.

"King Alexander thank you for inviting me to Legionas, especially this time of year when the Bayview skyline is as beautiful as ever. It is a shame though that this historic city has been replaced, but I'm sure Aunistria is even more spectacular." Empress Yahumi said, while watching the buildings fall behind them as they sped towards the capitol building.

The Capitol building was prepared for the visit, the flags of Legionas and Xiomera flew in the wind together as a sign of continued cooperation together and the distant rumbling of jet engines could be heard, an indication that everything and everyone was prepped and ready for what was to occur next. The two monarchs took their seats at the Leader's section and the military parade began. Infantrymen, tanks, AFV's, self propelled artillery and more processed in front of the crowd showing Legionas' military might, the King's guard fully adorned in their ceremonial dress rode on horseback brandishing swords and modern rifles, the Legionas Air Force's 1st squadron flew overhead, the lead planes flying the flags of Legionas and Xiomera in tandem, the sound of the jets leaving the crowd in awe. After the parade, the anthems of the two nations were played and finally King Alexander stood and officially thanked the Empress for visiting Legionas and hoped that continued cooperation between the two countries would continue into the next decade stronger than ever. He then invited her to say a few words...

Bayview, December 13th

After King Alexander asked her to come up to the podium, the Empress walked up with her characteristic confident approach. "I would like to thank my friend, King Alexander, for the gracious welcome. And I would also like to honor the armed forces of Legionas for the beautifully executed parade that we just witnessed. Your skill and excellence are as great as ever, and a tribute to your leaders," Yauhmi said. "I would also like to thank the people of Legionas for your warm welcome as well. It has been quite a while since a leader of Xiomera has visited your great country, and I am quite pleased to renew our friendship."

"We face challenging times in our world, but time has proven that the friendship between our two nations can withstand any storm. As close neighbors, we have looked out for each other, and will continue to do so. Xiomera will do everything it can to ensure that our friendship remains unbroken, and that both of our nations enjoy continued safety, security and prosperity. This is my promise as the Empress of Xiomera," Yauhmi added. "I thank you all once again for the welcome, and I look forward to the next two days."

After her speech was done, Yauhmi accompanied the King to the nearby Bayview Train Station, a gaggle of media following. The two of them were headed to the King's Royal Train, to begin the trip to Aunistria. "I am looking greatly forward to this trip. I am eager to see the grand new capital you've built," the Empress told King Alexander.

Bayview Train Station

Time was of the essence, and everyone knew it. The Empress was needed in Aunistria to meet with Prime Minister Moretti and still had to head up to Verdesia to the Royal Palace. The Royal Train, The Verdesia Express, was a brand new electric train gifted to the Royal Family by the Government and managed to pull speeds of above 300 KPH even with the carriages attached. It's dozen or so carriages contained everything the Royals required as they rode through the country and much more.

Empress Yahumi and King Alexander took their seats on the Leisure carriage and the Royal Train set off, leaving the hordes of media and normal citizens behind. As the countryside rolled behind them, King Alexander narrated the History of Legionas and the Ermizat Kingdom as well as Legisatta State. The Battle of Red River, which occurred almost a millenia ago and set the foundations of the Ermizat Kingdom and Modern Legionas. The battle occured only a few miles west of the Eria River which they were adjacent to as they went along. As legend states, The Ermizat Kingdom threw the dead Legisatta foes into that very river after a fierce three-day battle. Empress Yahumi knew little of the story, but as she heard more from King Alexander she asked more and more questions and soon enough it felt like they were children again, listening to stories from their parents or tutors, running around palaces without a care in the world and ignoring the fact that they would soon be leaders.

As the train slowed on its approach to Aunistria, the skyline could be seen. Aunistria, the brainchild of Prime Minister William Allen, was quite simply stunning. The gleaming skyscrapers created an image of a stairway to the heavens, with many differing in size and shape. Yahumi was awestruck. The city was everything she was told and more. King Alexander grinned at the amazement on Yahumi's face. He simply said that Legionas has woken up from its slumber to take its position as the dominant power.

They arrived and Yahumi instructed her aide to take as many photos of the city as possible. They were ushered into a waiting limousine and the motorcade headed to the Presidential Palace. At the Palace, everything was set to the finest of detail. Mr Moretti waited, hoping he may get everything he wanted out of this visit...

The Empress had indeed been impressed with Aunistria. An entirely new city, it gleamed with the sparkle that only a brand-new city could display. Yauhmi made mental notes; her "Grow Xiomera" initiative had as its own goal creating several "new" cities in underpopulated parts of Xiomera to redistribute the population, and the Empress found much inspiration to take home from Aunistria as part of that initiative.

Upon arriving at the Presidential Palace, the Empress greeted Prime Minister Moretti with a warm handshake. "Thank you for welcoming me to your beautiful capital, and to Legionas, Prime Minister," Yauhmi said eagerly. "Xiomera and Legionas have been neighbors for so long, but we have not cooperated to the extent that we really should. I am so glad for the chance to sit down and discuss how we can do so on a greater scale," the Empress added, as they walked through the corridors of the Presidential Palace.

They soon arrived at a large conference room, where the Prime Minister and the Empress were presented with refreshments. After a round or two of comfortable small talk and getting to know each other, the Empress finally got to the heart of the matter.

"There is much we can cooperate on together; as two of the leading nations in this part of Catica, we can achieve much if we work together," the Empress said. She had her aides present the Prime Minister with a handsome red leather folder, embossed with the Xiomeran seal. Inside were a series of policy proposals. "On trade, we are prepared to offer a bilateral free trade agreement, with reduction in tariffs to zero," the Empress said. "In addition, our Secretariat of Trade is ready to coordinate with your government on a series of measures meant to ensure that Xiomeran and Legionite companies cooperate with each other, rather than engage in harmful competition." Yauhmi nodded as the Prime Minister studied the items in the folder. "In addition, the Secretariat of Trade can facilitate mutually beneficial joint partnerships and connections between Legionite and Xiomeran companies. We recently were quite successful in doing so in our trade deal with Sunemia, and would be pleased to offer similar arrangements to Legionas."

"Of course, given recent events in the area as of late, defense is a matter of great concern for us both," the Empress added. "We would like to propose a series of bilateral defense agreements between our two nations. Setting up a back-channel hotline so we can reach each other quickly in the event of a crisis is one measure we would like to propose. In addition, we would be willing to formalize an agreement on our already-delineated sea borders, and a formal recognition of same and agreement to respect those borders," the Empress added. "Also, since we are such immediate neighbors, we can help each other out greatly in a crisis with appropriate coordination. We propose bilateral joint military exercises on the least-populated of our border islands, and an exchange program where Legionite and Xiomeran military personnel can travel to each others' respective countries and spend time there to learn best practices and train together."

The Empress paused as the Prime Minister finished reviewing the proposals and set the folder aside. "What do you think about our proposals, sir?" the Empress asked.

Prime Minister Moretti studied the folder handed to him while listening to Empress Yahumi. He agreed with all points on offer but wanted to add a few more.

"Everything seems to be in order, Empress Yahumi." Moretti began,"I would like to a point though.I heard that you were about to implement the 'Grow Xiomera' initiative. I'd like to offer Legionite expertise and materials for this noble task, and as a show of friendship we would offer this at no cost whatsoever. "

"Other than that I agree with everything you have told me. I believe we can sign something for the media to see." An aide brought a document and handed it to both premiers to sign.

"And before I forget, there may be a crisis in the Nereus Sea soon, as there have been large deposits of oil and natural gas discovered in a disputed area. I hope you will support us in our claim over Eiria."

An aide entered the room and informed the two that the press had assembled in the Presidential Garden, awaiting their arrival.

"I hope we can finish these discussion later, Your Highness." Prime Minister Moretti said while leading her to the Presidential Garden.

Prime Minister Moretti stood side by side poised to speak to the Media

Moretti: Thank you very much. Please. Today, Angela and I are honored to welcome Empress Yahumi to the Presidential Palace. I believe she is the first Leader to visit the brand new Capital, Aunistria.

This is the first time I believe we have met as leaders, and I do hope that after this meeting we may strengthen our ties further than ever. We have talked about mutual relations and many more things.

We have agreed to many points ranging from economic, infrastructure and even the military which will benefit our nations for many years to come.

When I was last in Xiomera, as the minister of Housing I managed to work with Empress Yahumi to strike a deal allowing Xiomeran companies to set up housing in various cities.

I consider Xiomerans as one of the most hardworking and trustworthy people in the IDU. Their work ethic is impeccable and I am always honoured to work with them.

Historically our nations have always been friends, even during the days of Shen dominance we stood strong together. From all those years ago to today we have managed to aid each other even in the hardest of times.

Hopefully this may continue into the future. I now invite Her Highness Empress Yahumi to speak.

The Empress took to the podium, giving Prime Minister Moretti a warm smile and handshake before beginning to speak.

"First, I would like to thank Prime Minister Moretti for his kind and thoughtful words. The Xiomeran people greatly value our friendship with the people of Legionas. As close neighbors, we have long worked together and helped each other, through good times and difficult ones. It is also the hope of the Xiomeran people that our friendship will continue, and will grow stronger with each passing year. The agreements we have reached here today will lay the foundation to realize those hopes for both our peoples."

Yauhmi smiled, turning to look around the gardens. "I am also quite honored to be the first world leader to visit your magnificent new capital. This city represents a sublime accomplishment, one well worth being proud of. As we recently announced, the Xiomeran Empire is seeking to build several new cities of our own in undeveloped areas of the Empire. We will look to Aunistria as inspiration for what we can achieve in our own efforts. Prime Minister Moretti has graciously offered to provide Xiomera with experts and other assistance as we plan and build our new cities, and we are honored to accept this offer. These new cities which rise from the soil of Xiomera will stand as a tangible symbol of the friendship and cooperation between us."

"The other agreements we have reached today, on matters of trade and defense, will also serve as a tangible symbol of that friendship. Together, both of our nations will prosper and grow stronger. We are honored to walk this road together with the fair, hardworking and noble people of Legionas. While this is my first visit to your grand new capital, I sincerely hope it will not be the last. I would like to once again thank King Alexander and Prime Minister Moretti for being such wonderful hosts, and the Legionite people for allowing me to visit your beautiful country," the Empress added, before handing the podium back over to the Prime Minister.

As the press conference concluded, the Empress smiled and waved to the cameras. She would spend one more day in Legionas, enjoying her visit, before proceeding to Eiria for the last leg of her trip.

Taugen Airport, near Geminus, Eiria
December 15th

As her personal plane arrived in Eiria, the Empress was pleased. The previous stops in Kerlile and Legionas had been quite fruitful and productive. They had shored up the friendships Xiomera had with other nations, and produced some highly beneficial trade and defense agreements to boot. Yauhmi was hoping that her visit to Eiria would prove equally productive.

The plane arrived at the terminal, and the Empress disembarked with her entourage. Her usual slight smile was on her face, while the other Xiomerans followed her with an impassively regal demeanor(with the exception of Undersecretary Lōnoch, who had his usual gregarious smile on full display.)

Waiting at the gate was Chancellor William Lancaster, Minister Alice Lancaster, and Provīri Jacob Tudeau, with a group of Solar Guard Agents accompanying them. The Chancellor gave a formal bow when the Empress entered the terminal. "Your Majesty, Welcome to Eiria. It is an honor to welcome you!"

The Empress returned the bow, before rising back up and smiling more broadly. "Thank you for the gracious welcome, Chancellor Lancaster. I am most honored to be here visiting Eiria." She turned next to Alice Lancaster. "Minister Lancaster, it is good to see you again. I trust you are doing well?" she asked, before next turning to the Provīri. "Provīri Tudeau, I am pleased to meet you as well. I am glad you have recovered from your injuries enough to join us. I hope your recovery has been going smoothly," Yauhmi finished.

Alice smiled. "Yes, I am. Thank you". The Provīri was smiling wide as well, his famous charisma showing. "Thank you, Madam Empress. It is a pleasure to meet you as well. My recovery has been going smoother than I'd hoped, yes. I got very lucky". He adjusted his navy blue suit. "Well, would you like to join us for lunch? We arranged for a table at the restaurant in Tessari Gardens, the biggest garden in Eiria."

"I'd be most pleased to join you for lunch. I do love a good meal. And gardens," the Empress replied. "We have magnificent gardens at the Palace of Flowers - perhaps you can come visit them the next time you visit Xiomera." Yauhmi politely gestured to the Eirians to lead on, as the Xiomerans prepared to follow behind them. "I am looking forward to seeing more of Eiria as well during my visit."

"We'll help you see all we can, of course". Alice Lancaster spoke, leading the Xiomerans through the airport and to a limousine. It took them to the massive Tessari Gardens, in the suburb of Novanus. Alice led the group up stairs onto a terrace, to a table with full view of the flowers swarming out on the land below. "Here we are, Madame". A waiter came by, taking the Eirians' drink orders and coming over to Yauhmi. "And you, Madame? What can I get you to drink?"

The Empress paused briefly, admiring the scenery of the gardens, before turning back to the waiter. "I would love to try something local. A glass of red wine sounds lovely, thank you," the Empress replied. After the waiter finished taking everyone's orders and left, Yauhmi looked around her once more. "This is quite lovely. Is there a history behind these gardens?" she asked.

The Chancellor nodded. "A good portion of it was a battlefield, in the 18th century. Battle of Nova Hill, as it was called back then. Horrible battle between Jenalà and Colenne, the two cities that ended up combining to form Geminus. Awhile after the battle, Anita Tessari, a wealthy businesswoman in Colenne, decided to buy the land and change it from a battlefield to someplace people would want to come for its beauty, not its history."

Yauhmi seemed pleased by the story. "How fitting that a place of tragedy was changed to a place of beauty, where people can take their ease and escape the travails of life. I could see this being a place where one would want to spend a great deal of time. How large are the gardens?"

"Around 50 acres, I believe. It really is beautiful." Alice added, "I really like coming here on my days off. It soothes me."

Yauhmi nodded. "I can see why. My own gardens soothe me in much the same way," the Empress said, in the offhand way that an Empress would describe the massive gardens surrounding her palace as if they were the little garden next to someone's home. "Are there any other sites that you recommend we visit after our meeting?"

The Provīri spoke up. "Well, Liberty Square is nice, but I would recommend Rivière Park. It stretches through a chunk of Geminus on the River Debesis. It really is beautiful. Other than that, maybe the civil war memorial. It's stunning at night."

One of Yauhmi's aides made notes. "I will be sure to visit them," the Empress said eagerly. "I don't get to travel as often as I'd like, so I do plan to take advantage of the rare opportunity." Yauhmi was handed a glass of wine at this point by the waiter; she took a sip and smiled in appreciation. "This is excellent. If this is a sample of what Eiria produces, we shall definitely have to begin importing it in Xiomera."

Alice Smiled. "Why, thank you. If you want to try some more, we will have a wide variety at the welcome dinner tonight. We do make some of the best alcohol in my opinion, especially wine. We'd love to export to Xiomera. It would be good to develop more trade in the region, and we definitely have a lot of alcohol to spare!"

Yauhmi chuckled slightly at that remark. "Xiomerans would enjoy helping with that surplus, I am sure. When we discuss things more formally tomorrow, we can add that to the trade proposals we brought with us. But I will leave such talk until the right time. For now....what would you recommend for lunch?" the Empress said, an expression of anticipation crossing her features.

The Lancasters and Provīri all scanned the menus. "Well, I would recommend the Pan-seared Salmon or Sīpolion Soup, if you wanted steak, the Filet Mignon is excellent. So are the flatbreads, if you wanted something lighter."

Yauhmi paused. "Sipolion soup? I am not familiar with that....is it a local dish?"

"It is. It's a kind of broth with sliced mushrooms and light spices, served hot. It's light, and perfect for Eirian winters. I think it's served with a salad as well. It's good."

The Empress smiled widely. "I shall have that then. One of the benefits of traveling abroad is to sample things you haven't experienced before. I greatly enjoy that aspect of traveling - learning more about other people and other places. Xiomera has been a bit....isolated until recently," the Empress replied. "I am really hoping to change that."

Jacob smiled. "A noble effort, your Majesty." He called the waiter over and placed their order. Around 20 minutes later, the waiter brought everyone their food, and topped off their glasses, and everyone started taking first bites.

Yauhmi took a tentative first spoonful of the soup, and her eyes widened. "That is quite good," she said, pleasantly enjoying the soup. Undersecretary Lōnoch, meanwhile, had ordered the filet mignon, which he was tucking into in clear appreciation. "Are the steaks a local product as well?" he asked, taking another bite.

Alice nodded, looking up from her flatbread. "I believe so. Some meats are in short supply, though. We don't produce much meat, we have a huge fish industry though. And Eirian cuisine is very seafood intensive."

Undersecretary Lōnoch nodded in response. "I should have ordered the salmon then, if I really wanted to enjoy Eirian cuisine. Next time, I will remember that." The Undersecretary paused. "We do produce quite a bit of meat, in addition to our own fish industry. That may be another item we could discuss on trade."

"Yes, yes, later," Yauhmi said chidingly. "Lunch is not the time to talk business." The Empress pointed her soup spoon at Lōnoch. "You'll get your chance to make your pitch later," she said with a laugh.

The Eirians laughed with the Empress. "I'm sure my Minister of Finance, Derek Hale, is eager to hear any proposition you have. You'll get to meet him at dinner, as well as some prominent Senators, diplomats, Generals, Ministers, and my Vice Chancellor, Leah Stendē. Don't tell her I told you this, but she idolizes you, your Majesty. When I told her we were going to Laeral and she would get to head the final day of your visit, she nearly fainted," the Chancellor said, chuckling.

Yauhmi smiled at the comment. "I promise not to let the Vice Chancellor know that you told me. I look forward to meeting her and the other officials," she said, finishing the last of her soup.

"It'll be my pleasure to introduce you!". Will ate the last bite of his salmon. The Provīri started chuckling while taking a breath from his steak, nodding at the twins. "How much do you want to bet Legrand and Dukov get into at least one argument?". Alice sighed. "I've learned not to bet on the subject." She looked to Yauhmi. "Legrand is our new Eclipse Majority Leader, and Dukov is the Formido Minority Leader. They squabble constantly, more than any two other Senators have in Eiria. It's a pain, although funny at times."

"Ah yes. I am familiar with Mr. Dukov," Yauhmi said, her voice shifting to a tone of bemusement. "He must be quite entertaining at parties," the Empress added with a slightly mischievous tone.

"He certainly is. Some Senators have made quite a lot of money making a betting pool on what he says or does at the next party. I won once after both he and Legrand were, ah, mildly intoxicated, and ended up vomiting on each other. It was very odd to watch," Jake grinned. "But now that this is a Delegation Dinner, I hope they can be more civil, key word being hope."

"Either way, it promises to be most entertaining. Xiomeran official dinners are a bit more....restrained," Yauhmi said in a way that indicated they were also a bit less exciting.

Chancellor Lancaster nodded. "To be fair, the drunken vomiting incident was at an after work celebration party, but still. Eirian politicians tend to have more juicy gossip, because of Eirian alcohol, a more relaxed populace, and short terms. After all, if the politics changes so much you are certain to be voted out, might as well have fun!"

Yauhmi smiled politely, although as the most prominent symbol of a system that had more or less survived for six centuries with relatively minor changes, such frequent political change was mildly unsettling. "It will be fascinating to see how your politics works in action," she said with another polite smile as Undersecretary Lōnoch finished his meal and settled back with a content expression on his face.

Will wiped his face with his napkin. "Indeed. Well, thank you for meeting us here for lunch. Do you want to go to your quarters, or do you want a tour of Geminus, or do you want free reign of Geminus? It's completely up to you."

"A tour would be lovely, but perhaps after today's events. If it is alright, I would like to retire for now and prepare for the dinner later tonight," Yauhmi replied. "So much traveling does wear one out after a bit."

"Of Course, madame. The driver will take you to your hotel suite. It was very nice having lunch with you and your delegation. See you at dinner, Madame Empress."

The Chancellor's Manor. A place of both fame and notoriety in Eiria, and as the golden lights shone from the ballroom, and famous politicians and spouses walked up the iconic steps, the Chancellor, his sister, and his husband waited on the steps, walking down to greet the Empress of Xiomera when her car arrived. The Chancellor gave a short bow. "Welcome, Empress. We are glad you are here. It's been a long time since a leader of Xiomera has attended a Delegation Dinner. It's long overdue." Both gentlemen were wearing black suits, while Alice was in a dark blue dress with a light mesh cape.

The Empress was dressed in her customary black, although the dress in question was a flowing A'pilne creation that probably cost more than most peoples' cars. The relatively restrained black of the dress was contrasted by the brilliant red and gold silk scarf around her neck, a flashing display of the Xiomeran colors. Undersecretary Lōnoch, standing next to her in his own black suit, looked much like a penguin in comparison. "It's long overdue that my nation has visited at all, much less to a function of this significance. I am honored to be able to attend," Yauhmi replied with a smile.

The Provīri smiled. "Thank you. Well, let's head inside, shall we?"

The Chancellor's ballroom was magnificent. People dancing, a band playing, and table after table of food was laid out near the back of the room, along with a huge bar fully stocked with Eirian liquor. It was, in simplest terms, a very Eirian party.

At the sight of the ballroom, Yauhmi's eyes lit up. While Xiomerans tended to be on the restrained side most days, a nice selection of food and drink and music to dance to warmed anyone's heart. Xiomerans were no exception. "This is lovely. You do know how to throw a party," the Empress said. The Undersecretary, for his part, was already eyeing the buffet line with a pleased smile.

"Why, thank you." At the sight of the delegation, a woman came gliding across the dance floor in a lavender dress, stopping in front of the Empress. She bowed formally. "It's an honor to meet you, your Majesty. I'm Leah Stendē."

The Empress returned the bow politely, albeit at a slightly higher angle appropriate in Xiomeran culture for royalty showing respect to someone who was not royal themselves. "I am honored to meet you as well, Vice-Chancellor." The Empress introduced her to Undersecretary Lōnoch, who enthusiastically gave Stendē a bow as well. "Are you enjoying your evening so far?" she asked.

"I am, actually. Good food, good music, and now good people. What else does a party need?"

Yauhmi chuckled heartily at that statement. "That's very true. So, where do you recommend I start first?"

"Well, either my boss here or I can take you on the rounds to meet everyone, which I would recommend doing with a bit of liquor, or you could go straight for the food." The Chancellor smiled at the boss comment. "Well, you've always been an excellent employee."

Yauhmi's expression took on a contemplative look. "Food, first, I think, then drink. Liquor on an empty stomach is usually a bad idea," she laughed. "And then, meeting your guests would be lovely."

"Good idea." The band started playing a light, fast song with a violin and a flute, one that was evidently very popular, as people started flooding on to the dance floor. Alice nodded at Will and his husband. "You two can go dance, We'll show Yauhmi around the array of Eirian delicacies." She gestured to the tables as Jacob and Will danced. "What looks appealing?"

"Well, everything, but I will restrain myself," the Empress laughed. She accepted a plate that a server handed her with graceful thanks, and began taking small samples of various delicacies. The other Xiomerans began to do the same, with high praise for the quality of the food. "Is there anything that is your favorite or that you recommend?" she asked Alice.

"Well, most of our fish is good. Occasionally, that's because it's drenched in ungodly amounts of butter, oil, seasoning, or all three. I would stay away from the Klatènhà, though." She replied, pointing at a fish dish. "It's picked Klatè fish with roe on top. Quite the acquired taste."

Yauhmi paused for a moment. "Well, I am here to learn," she said, taking a deep breath and placing some of the Klatènhà on her plate. She sniffed it, then took a forkful. After she finished swallowing, she picked up a nearby water glass and took a drink. "That is....interesting," she said finally.

The woman stared at her, astonished. "Impressive. The first time, I wasn't able to swallow it. But we should find you some good ones. Here, Salmon Helā. Salmon in Butter, Garlic, Herbs, and assorted other seasonings. Tastes infinitely better then Klàtenhà."

Yauhmi smiled gratefully and tried the new dish. The raised eyebrows indicated a much higher appreciation of the Salmon Helā than the Klàtenhà. "This is excellent," the Empress said. The other Xiomerans were also occupied trying various dishes. Unlike their Empress, none of them seemed inclined to try the Klàtenhà.

The Vice-Chancellor Smiled. "Thank you. Eirian fish dishes are very common. The northern and eastern coasts are fishing hotspots, so it's no surprise we have a surprising amount of fish". She had chosen a slice of Smoked Halibut with a Light sauce over it, and Alice had selected a plate of Shrimp in a butter-herb sauce, Similar to the one on Salmon Helā. "Well, there's also soups, Salads, Breads, Meat, and the infamous dessert table". She said, pointing to each table. "Would you like a side to go with the Salmon Helā?".

"That would be lovely. What would you recommend as a side dish?"

"Well, probably a light soup or salad. We do have a good salad called Sera Treà. Lettuce, tomatoes, an Eirian cheese called Gēalta, and a creamy, tangy dressing. Would you like to try some?"

Yauhmi accepted the salad eagerly, along with a glass of wine. "I am highly enjoying learning more about the cultural aspects of Eiria. Our nations really should hold events like this more often, seeing as how we are such close neighbors."

The Minister nodded and gestured to a vacant table. "Shall we take a seat so we can eat?"

Yauhmi agreed and sat down, along with the Undersecretary. The two of them had an extensive array of dishes to try, and were enjoying people-watching while they sat down and ate.

Leah was pointing people out to the Xiomerans, explaining their role in the Republic, Political views, and some juicy gossip, while the Xiomerans ate. She nodded to a man at the bar, taking sips of a scotch. "Mason Eldrin, Eclipse Senator. Quiet man, introvert, doesn't say much. He writes like a poet, though. The way he can phrase stuff is amazing. Former Librarian of the National Library, so I suppose that makes sense." He nodded to the man next to him at the bar. "Justin Olmansēn. Minority Leader, Centrist Party. Similar personality to Eldrin, but he has a wide array of legislation written by him. Those two have contributed a chunk of the legislation that has passed these past years." Next up was a woman in a dark purple dress socializing with a few other Senators. "Ah, the infamous Amara Chin. Leader of the Eirian Party of Socialists, and a talent for public speaking. However, if you screw her over...... Let's just say she'll make you suffer."

Yauhmi found the gossip and the political talk just as appetizing as the meal. "Very interesting. Is there anyone in particular that I should introduce myself to, among those three or otherwise? I do like the idea of making contacts."

Alice thought for a moment. "Well, Amara Chin would probably be good to communicate with. She's a valuable ally, and a dangerous enemy." She lowered her voice. "After all, I've heard a few rumors she was a Medeurre, a member of an infamous guerilla group during the Civil War. They were tough, and more secretive than the bloody Guard of the Republic. And God knows how mysterious they are."

Yauhmi smiled. "Well then, once we're done eating, perhaps you can help me make the rounds of the room."

She smiled. "It would be an honor, Madame Empress. There may be a lot of people to meet, I hope you don't mind if I take you on an abridged tour, to try to get as many people as we can." She sipped her wine, and suddenly both women tensed, glancing at the door. Alice recovered quickly, and turned back to the delegation. "So, how do politics work in Xiomera? I'd imagine it's quite different than here."

Yauhmi smiled. "We don't have politics, at least as most people understand it. The Great Selection, which you're familiar with, is the closest thing to traditional politics we have. There is, of course, the usual jockeying for power and position that comes with a royal court, along with those who may try to bypass the throne or circumvent it. But that's probably not much different from what goes on behind the scenes in a democracy."

"Yeah, You'd be surprised how many loopholes we've had to patch when it comes to Senatorial process. It's ridiculous. I guess exploiting power and bypassing authority is common to international politics."

"It's common to any situation where ambitious people with no scruples are involved. Sadly, that is a universal phenomenon," the Empress replied.

"Sadly so." The Eirian women finish their meals and sip their drinks, occasionally glancing among the crowd on the floor, scanning. Alice got herself a dark red wine. "Ah, Dieuhonneur. One of my favorites." She turned back to the Empress. "How are you enjoying your trip so far, Madame Empress?"

"I am enjoying it immensely," the Empress replied with another smile. "Everyone has been so welcoming. It's been a very pleasant and relaxing trip so far." Yauhmi had, in fact, indeed been enjoying the visit, but she was also looking forward to the following day when deals would be done.

Alice smiled. "I'm glad to hear that. I hope that you enjoy the rest of your trip. I am so sorry that my brother and I have to leave for Laeral tomorrow evening, but we leave you in the good hands of Leah here and my witty brother-in-law."

"No apology is necessary. I know how duty calls in our positions. Hopefully you'll have the opportunity to meet with my son or chat with him while you're there," Yauhmi said. "His first trip abroad representing Xiomera should be an eventful one."

"I look forward to meeting him." Alice stacked her and Leah's plates, then looked over to the Xiomerans. "Would any of you like my to take your plate?"

"That would be most kind of you," Yauhmi replied, as she and the Undersecretary handed off their plates. She took a sip of wine and smiled. "It may be a good idea to take that walk around the room now. Otherwise the food and drink may make me sleepy!'"

"Of Course. Leah, could you go get the Party Leaders? I think it would be nice to start with them." Alice placed the stack of plates in a bin and returned as Leah led two men and two women over. "May I present the Party Leaders, Senator Alison Legrand, Senator Alexander Dukov, Senator Justin Olmansēn, and Senator Amara Chin." All four of them did a formal bow to Yauhmi. "It is an honor to meet you, Empress!" one of the women, Senator Legrand, Exclaimed.

"I am honored to meet all of you as well," the Empress said politely, giving them a head nod characteristic of Xiomeran rulers greeting other high, if not noble, figures. The feeling of being honored was not necessarily true in the case of Dukov, but Yauhmi did try to be diplomatic when she could. "It has been a great pleasure visiting Eiria, and I hope this will be the beginning of closer relations."

Amara Chin spoke up. "I hope so as well. Your reputation proceeds you, your Majesty. You are famous here. We don't have many great and powerful figures..." She gave a glance at the other Majority Leaders. "So other nations' leaders of great accomplishment don't go unnoticed. I'm sure it's quite different here than in Xiomera, isn't it?"

"It is very different in some ways, not so different in others, Senator," Yauhmi replied with a friendly smile. "You have elections, of course, while we do not. But in either system, people with the drive and the talent to do so tend to rise to the top."

"Very well said, your Majesty. Though not having a democracy may be more efficient, Eiria is a very egalitarian nation. Ironically, once we had a group protest over mandatory voting. You can't really get more democratic than that."

Yauhmi chuckled. "Indeed, it is very democratic to be able to protest about whether or not to exercise one's privileges. Your system does seem to work very well here, though. I believe that is the key - to find the system that best works in a particular place, for a particular people, whatever it may be."

Justin Olmansēn smiled. "That's every government's job, really. I've studied the Intricacies of the Xiomeran bureaucracy, and it really is quite fascinating." At this point, Dukov and Legrand were muttering back and forth in Eirian. Amara rolled her eyes, and her and Justin took over the talking to distract from the pair. "So, Madame. Any particular spots you want to see while you are here in Eiria?" Amara asked, subtly moving away from the pair.

The Empress chuckled again and smiled at Olmansēn. "If you enjoy studying bureaucracy, Xiomera is an ideal subject. The members of our civil service would love to tell you about it, as long as you fill out all the forms and make sure you sign them in the right places!" Yauhmi smiled again. "The Cihuatzin is really good at what they do, though. We're lucky to have them running things behind the scenes."

When Dukov and Legrand began muttering to themselves, Yauhmi was tempted to poke the bear and ask what they were discussing. But when Amara pulled them away from the pair and asked a clearly distracting question, the Empress went along with it politely. "Liberty Square and Rivière Park were recommended to me, along with the civil war memorial. If you have any other suggestions, I would love to hear them. I do enjoy getting to meet people and seeing new places."

Amara Smiled. "Well, the Santolia Monument is always beautiful, especially during the evening. Her statue almost glows with beauty. Otherwise, the Dargere Museums and the Dupree Sculpture Gardens are also beautiful". Leah gestured to the crowd. "Well, we've got lots of people to get through, so we better get going. Thank you." She led Yauhmi over to another woman in a dark red dress. "This is Lira Nērala, Chief Justice of the Eirian High Court."

"Chief Justice, it's an honor to meet you," the Empress said politely, with another nod of the head.

"It is an honor to meet you, your Majesty. I may not be as well known as some of the Senators and Leaders here..." She gestured to the crowd. "But I'm no less important. I'm sure Alice and Leah here have told you about the.... chaotic nature of Eirian politics. It's my job to set boundaries for these politicians, and to make sure these guys don't tear each other apart while in the Senate Building. It's a stressful, yet occasionally hilarious, job."

Yauhmi smiled. "That is an aspect of democratic politics that I am unfamiliar with. Xiomera has no need for such a function, after all. However, we do have our own Chief Justice, the Cihuacoatl. In our system, they serve a similar function, to ensure justice is delivered and to advise the throne."

She nodded. "Many nations do have a Chief Justice, or something similar. Only, in Eiria, in addition to judicial duties, the Chief Justice serves as a neutral overseer of Senate procedure, instead of a politically-motivated Speaker of the Chamber in other democracies. It's an attempt to make sure Senate procedure is enacted neutrally and equally."

"That seems like a wise precaution. In Xiomera, while we don't have a Supreme Court per se, the Emperor and Empress, together with the Chief Justice, serve as court of final appeal. It is a different system from most of the world, but it works for us."

"Interesting. Well, Your Majesty, It was lovely meeting you. Have a good evening!" She went back into the crowd. Alice stretched. "Well, Empress, that was the crash course in political figures. You have the rest of the night to yourself. You may meet a few more people, dance, head back to the hotel, have dessert... It's completely up to you!"

"Those are all appealing options. I could also," Yauhmi said with a hint of a mischievous look in her eye, "stir the pot a bit." She looked over to where Legrand and Dukov still seemed buried in an argument. "Parties are better with a little spice, sometimes."

Both women grinned. "Be my guest, Madame." The Party leaders were arguing loudly, going between English and Eirian, earning the attention of bemused onlookers.

Yauhmi winked at Alice, before strolling over to where Legrand and Dukov were buried deep in the midst of their discussion. "This sounds like an interesting conversation," she said calmly.

Both politicians turned to the Empress, instantly putting on fake smiles. "A little, your Majesty. We were just discussing appropriate political procedure and tact, which it seems we disagree on." They gave each other a quick glare. Anyway, have you enjoyed the party?"

"I've enjoyed it greatly. Everyone has been most welcoming and pleasant since we arrived here," the Empress replied. "I do find the discussions I've had about politics and governance in all the places I've visited to be quite interesting. Xiomera is quite different from most countries in how we do things. The way your political parties work, and the nature of governing in a democracy, is most interesting in particular. Xiomera operates in a completely different manner, which might be why I find it so fascinating.

Dukov nodded. "Xiomeran bureaucracy is also interesting, but probably provides more order to the nation. Unlike here, where some people want to let chaos reign in the Senate." Cue a subconscious glance at Legrand, causing Legrand to mutter.

"Admittedly, our system makes it easier to govern and get things done. But too much of a heavy hand, we have found, is as dangerous as too light a hand. Balance in all things is how Xiomera has managed to remain stable and successful for the past six centuries."

Legrand nodded, sipping her wine. "Balance is very important. I find myself saying that over and over again to some people in the Senate. It still is good advice, no matter the source." Now it was her turn to glance at Dukov. "Well, is there anything about our politics you are still wondering about?"

"From what I have seen, politics in a democracy can be quite spirited. How do you manage to overcome your differing positions and work together to keep things functioning? In Xiomera, it's a bit simpler - I tell people to stop debating and do something, and...well, they do it. But that way of running a country has its own problems and its own risks. One of the reasons I undertook this tour of so many different nations is to see how other forms of government work. Xiomera's system has worked well for us for a long time, but even our ways may need to change someday."

Next to the Empress, Undersecretary Lōnoch coughed as he choked on his wine a bit, then quickly downed the rest of it to cover his surprise.

Legrand thought for a moment. "Well, we may disagree quite frequently, and may not always keep things civil, but we have two common motivations. One, to keep our constituencies happy, and two, to keep Eiria steady. There is a range of things that people in the Senate view as acceptable, and even though we have different views, we occasionally band together to prevent anything outside the acceptable range." Dukov nodded. "For once, I agree with Alison. We also have compromises, usually negotiated by either the Chancellor, a neutral writer, or a Compromise Committee. Above all, most, if not all, Senators know when to put Partisanship behind for the sake of Eiria."

"That's a very interesting and noble setup," the Empress said, seeming to be thinking about something. "That gives me much to consider. Thank you for the explanation."

The Empress spent the rest of the party in polite conversation, along with an occasional dance, before returning to her hotel. As they traveled back to the hotel, Undersecretary Lōnoch couldn't help but notice that the Empress was clearly distracted, as if pondering something important.

Private Meeting Room, Balcony Floor, Eirian National Library, Geminus

Vice Chancellor Leah Stendē waited in the meeting room for the Empress to arrive, browsing the books on the shelves. The books were on a variety of subjects, and had mainly been placed in the meeting room for decoration, but they were readable. When she was reading the back of a philosophy book titled "Explaining The Concept of Individuality", an out-of-breath Derek Haley entered, setting his suitcase on the table. "Traffic again?!" she lightly teased him in Eirian. Haley had a reputation of running too close to deadlines and appointment times. "Actually, just came from the Archives. I was looking for prior agreements with Xiomera, just to provide some history."

Stendē Nodded, but still smiled. "The Archives building is attached to the library, and both are huge. Don't tell me you underestimated the size of the buildings and had to run up here." He responded with a sheepish grin.

For her part, the Empress arrived at the National Library in a much more measured and dignified manner than Haley. Rushing somewhere in a late fashion was just not Imperial.

Her delegation arrived at the Library with a flourish, pulling up to the front of the building in several vehicles bearing the Imperial seal. The Empress waved to media and onlookers that had gathered, before proceeding inside and to the meeting room with a proper pace. As they arrived and were announced, Yauhmi walked to the Vice Chancellor, a friendly smile on her face. "Good morning, Vice Chancellor. Thank you for seeing us."

"Good morning, your Majesty. It is my pleasure to introduce my associate Derek Haley, Minister of Finance." He bowed. "It is an honor, your Majesty." He gestured to the table. "Shall we get down to business?"

"That sounds perfect," Yauhmi replied as she sat down. She had greatly enjoyed the visit to Eiria, but now was the time to accomplish her purpose for the visit. "As you are undoubtedly aware, we have signed trade deals and made other arrangements with Kerlile and with Legionas on this trip. I am hopeful that we can come to a similar arrangement. Eiria and Xiomera are such close neighbors, it just makes sense for us to have closer ties."

Stendē nodded. "I wholeheartedly agree. Our shared history plus our proximity definitely need to be supported by stronger relations. What trade deals did you have in mind?"

"Xiomera is a firm believer in free trade. As such, we would like to propose a joint agreement to eliminate tariffs and other trade barriers between our two countries. We would also propose adding Eiria to the list of countries that have fast-track rights through our customs at ports of entry. We would request a similar courtesy for Xiomeran trade entering Eiria, but this is open to discussion," the Empress said. "In addition, we would be open to discussing possible opportunities for mutual investment."

Minister Haley grinned. "Well, that does sound promising. I do like the free trade agreement Idea, and it would certainly help things run smoother. I would have to consult the Customs Bureau to ensure the fast-track rights are enacted, but I'm sure that can be arranged. And what sectors of Eiria would Xiomera be open to investing in?"

"We have a strong high-tech sector, and also a strong manufacturing sector. We would be best suited to investments in similar areas. Also, we are always in need of raw materials," Yauhmi said.

"Well, for high-tech companies, you've come to the right place. Eiria has a bunch of advanced technology and research companies, and it is a sector that is growing and expanding rapidly. Regrettably, besides hydropower, fish, and cropland, the only natural resources we have are gems and a couple precious metals."

"Precious metals are useful for our electronics and manufacturing industries. We could make some investments there. As for high-tech, we could have joint partnerships between your leading companies and ours. We do also produce a great deal of agricultural products, so we can supply those as well," Yauhmi said. "Livestock is a particular source of pride for our ranching industry."

Haley raised his eyebrows, pleasantly surprised. "That would be excellent. Meat costs a small fortune here, and livestock aren't common on farms. We would love to invest in your livestock industry, if you'd like."

"That sounds like a great match. I shall have to have some top-grade Xiomeran steaks sent to you both and to the Lancasters in appreciation. The best beef comes from the Necatli region, and they've been herders and ranchers for centuries. I doubt you'll find a better steak anywhere," Yauhmi said with a smile.

Leah brightened up. "Oh, that is very generous! Also, I almost forgot. It's custom to give a guest a parting bag, and there are only two things Eiria are really famous for, so.....". She reached below her feet and pulled up a bag, containing a few glass bottles and a couple books, and handed it to the Empress.

Yauhmi's expression grew more pleased as she looked inside the bag. "Books and bottles are both ideal gifts. Could you tell me about the gifts?"

"Well, the three bottles contain a smooth berry liquor called Baīalé, a eed wine, and Spēce, and the books are 'Yauhmi: Sun Empress Rising', which actually helped boost your reputation in Eiria, and an excellent collection of stories from the Eirian Civil War titled 'Memories of the Dark Side of the Eclipse', which is insanely popular here, but not in other nations. I hope you enjoy them!"

"These are wonderful gifts. I am most grateful. Thank you," the Empress said warmly. She was especially excited about the books. The one about the Eirian Civil War appealed to her love of history. The one about herself would also be interesting, if only for the insight it would provide about how Eirians viewed her.

"It's my pleasure, Your Majesty. Well, this has been a very productive trip, thank you so much for visiting our country. How long are you staying here?"

"Probably just for another day. As much as I have enjoyed visiting your wonderful country, the duties of state do call. I can only be away from Xiomera for so long. Have either of you had a chance to visit Xiomera?"

Both Eirians shook their heads. "I would love to visit, but it's hard to find the time these days". Stendē lamented, sighing."Would you like to visit anywhere else before you depart, while Minister Haley draws an agreement up?"

"Honestly, while Undersecretary Lōnoch remains behind with Minister Haley to finish the final details, I think I would just like to tour the city a bit, get a chance to meet everyday people. Xiomeran rulers in the past have been these imposing, unapproachable figures. I don't want to project myself to the world that way. Meeting some of the people of Eiria would be nice, if it's not a burden on your security, that is."

The Vice Chancellor smiled. "I believe we can spare some officers." She nodded to the guards behind her, and one of them began speaking into his radio. "Where would you like to go, Center, further downtown, or the Rivière?"

”Where is the best location to be able to speak with everyday people? I want people to be able to get to know me on a personal level,” Yauhmi replied.

"Well, the parks on the Rivière are popular with everyday people, especially college students. That may give you a good mix of people to get to know. We'll escort you down there, if you wish, to give you a tour of the parks and monuments in that area."

”That would be a lovely way to round out the day, while we let everyone else here hammer out the final details of the agreement,” Yauhmi said.

The remainder of Yauhmi's last day in Eiria was spent with the Empress visiting with the people of the Eirian capital, chatting with citizens, signing autographs and taking selfies with people. Much as she had done in Kerlile and in Legionas, the Empress made sure she was approachable and friendly. It wasn't just Xiomera's reputation she was trying to shine up, after all. But her visits would accomplish both. And that would serve the Empress most amenably.

As the Great Tour finally wrapped up, and the Empress returned to Xiomera the next morning, Undersecretary Lōnoch couldn't help but remember the pensive nature of the Empress' demeanor through much of the trip. He finally summoned the courage to ask what she was thinking. Yauhmi looked out the window of her plane a moment before speaking. "This trip has been most beneficial for myself, and for Xiomera....but it does have me thinking. Despite the fears that have always been drummed into us that reforms would be the death of the Empire....did any of these countries we visited seem like they were in danger of imminent collapse, or that they were suffering, because of their liberal policies? Even the Kerlians are changing, and for the better, it seems. As for Legionas and Eiria....did things seem so horrible in those places to you?"

Undersecretary Lōnoch was surprised, but eventually shook his head. "No, your Majesty. They certainly did not."

"So it would seem. Everyone has always told us that if we loosen our grip in Xiomera, chaos and collapse would certainly follow." The Empress shook her head. "I was never sure that I really believed all that rubbish. Now, I am certain I do not."

As Yauhmi looked back out the window, Undersecretary Lōnoch had to ask. "You seem to have come to a decision about something, your Majesty."

"Not a new decision, Lōnoch. Just....a confirmation of something I had already decided and suspected." The Empress nodded firmly, as if having come to a conclusion.

The Imperial plane soared back towards Xiomera, the light of the new day shining on its wings.
