Hello!

Hello! I once was very active in nationstates then stopped. Now I am looking to get into it again. I resided in Sapientia and was a Senator there.

I saw the IDU Council Charter. Are there any other branches of government here?

There's the Delegate, who gets elected regularly by our WA members (at least when we're active enough to do so...), and the associated Ministers: They handle the region's OOC business, as well as its WA representation -- although this region has normally had several nations other than the Delegate's one active in the WA at any one time, too, and this has been one of our traditional main roles within NS as a whole.
The 'IDU Council' is more IC and works more like a looser version of the WA, because its resolutions are generally binding only on those nations that actually choose to ratify them.
