			For the duration of 2021, North Kaijan was under a state of emergency, concurrently areas that had been controlled by the Kaijan League where re-settled and unburied dead were laid to rust. However public ceremonies ceased in July after a funeral for a police officer in the village of Ilayabongo was attacked by armed gunmen, the suspect was soon killed by police and was ruled to be a lone-wolf attack. In total, at least 250 people were identified at various mass grave sites, most were identified to be civil servants, although some groups claim the Kaijan League killed those of various minority groups. In August 2021, an explosion at a post office in Bailong Beach killed 24 people, this explosion in a popular surfing town on the west coast of Kaijan led to the collapse of the Kaijanese surf industry.

Every township in Southern Kaijan and Pembang Township in North Kaijan has been declared "areas of increased danger" and therefore police authority has been transferred to the military.

	This stage of the conflict had seen a number of small militia groups such as the Khilafat Alkajun (KA). KA is more radical than the Kaijan League supporting the establishment of a Kaijanese caliphate to act as "a refuge state to the world's Muslims". They have primary support in Sarangani Township, capturing the town of Kiabanga for a brief period in May 2023.

[[F.J.K]] is more radical than the Kaijan League, advocating for the creation of a global caliphate with Kaijan as part of this desired caliphate. According to Malcolm Chang of the Anti-Terror Task Force, FJK is more brutal than the Kaijan League. Rather than targeting infrastructure and seeing itself as being a populist force for Kaijane, FJK believes all non-muslims and moderate Muslims are targeted. FJK has captured a number of settlements in far south Kaijan, and as of June 2023 is pressuring the provincial capital of Tabayas.
