'''Chavotsy''' (known as Javova during the British Colonial Era) is the largest city of [[Tsiba]]. It is the capital of it's namesake region and has thirteen representatives in the City Ministers, the most of any city in Tsiba. Business and trade in Tsiba are centered in Chavotsy, which is sometimes referred to as the "Putsibada Market". It is not known when Chavotsy was first settled, but the earliest written mentions of the city date to the twelfth century works of the poet [[Behnam ga Chavotsy]].

Chavotsy was the Persian capital of Tsiba, as well as a major center of the arts and sciences. The Mosque Kivu, Chavotsy's most iconic building, was built between 1607 and 1609 during the Safavid Empire and remains an important religious and cultural center to this day.

Tsiba's largest university, Hashmi University, is in Chavotsy's renowned arts district, the Puhhada ke Hhabe. Hashmi University was the hub of anti-imperial action through the 1920s and 1930s, and was the site of the occupation and massacre of Duchavo'i Square after the arrest of Professor George Ormazd.
