Concerned over the litany of direct and indirect negative impacts scientific consensus has found this warming to have on ecosystems and populations, including more extreme natural disasters: such as droughts, fire, heat waves, hurricanes, and flooding; disruption and temporal shifting of seasonal cycles at a rate faster than many organisms can adapt, sea level rise and acidification; crop failures; and desertification,<br />

Aware that many member nation's economies are built around fossil fuels and desiring to seek a solution that is minimally disruptive to economies while addressing this pressing problem,<br />

Feeling that the most efficient and cheapest regulatory framework to abate greenhouse gasses is one that caps the total amount of emissions and divvies up credits the allowable emissions among nations while allowing the voluntary trading of emissions credits between nations,<br />
<br />
Hereby,<br />
<br />
Establishes the Greenhouse Gas Regulatory Authority (GGRA) and empowers it to regulate emissions of greenhouse gasses in the following manner:<br />
<br />
Set total global annual release caps for greenhouse gasses such as carbon, methane, and nitrous oxide, based on current global emissions, scientific climate models for the impact of the gasses, decay rate of the gasses, and the global economic impact of the cap;<br />
<br />
Distribute allowable emissions credits for each regulated greenhouse gas among nations proportional to their total populations and present economic output, the global population, and the global cap;<br />
<br />
Establish (i) punitive fees for emissions beyond the cap for member nations, and, (ii) tariffs on the trade goods produced by non-member nations which all member nations shall enforce, the proceeds of both will first go to GRAA's monitoring and enforcement efforts and any remaining monies will go towards grants to fund the research, development, and implementation of green energy;<br />
<br />
Establish an exchange for the trade of emissions credits among nations and private organizations, such that some member nations may exceed their initially allotted emission without punishment via buying credits from other nations or private organizations;<br />

Create an annual schedule of diminishing total global caps for various gasses until a level felt to be globally sustainable based on scientific models is met;<br />

a. predatory pricing (lowering prices to unsustainable levels with the intent of forcing competitors out of the market);<br />

Applauding the World Assembly's continued commitment to the preservation of endangered organisms, spearheaded by the efforts of the World Assembly Endangered Species Committee (WAESC).<br />

Concerned that illegal poaching and smuggling of endangered beings could undermine preservation efforts.<br />
 <br />
Subject to any limitations set by earlier resolutions that are still in force, the general assembly hereby bans the international import and export of all organisms which have been designated as endangered by the WAESC, as well as goods derived from said life forms.<br />
 <br />
The Following items are exempted:<br />
 <br />
i) Specimens collected or repatriated as part of scientifically run species restoration program. <br />
 <br />
ii) Specimens or goods derived from specimens grown in a lab or nursery environment outside of the species native habitat range. Under this exception, specimens must also be birthed or grown from seeds, spores, or other reproductive material collected outside the species native range. <br />
 <br />
iii) Goods derived from specimens in a manner which does not increase the specimen's endangerment and is collect purely for scientific purposes.<br />
 <br />
iv) Durable goods such as lumber, which can be historically or scientifically proven to have been processed before the species was declared endangered by WAESC and at least 99 years ago. <br />
 <br />
Noting that presence of widely dispersed reproductive material from WAESC endangered organisms such as pollen or reproductive spores present at incidental levels on other trade materials is not regulated by this act.<br />
 <br />
Urges nations to pass legislation preventing the internal transport and monetization of WAESC designated endangered species and derived products within their own borders.<br />

Requests nations ardently enforce measures designed stop poaching, smuggling, and trade of WAESC designated endangered species.]]></description>
