<div style="text-align: center;" class="mycode_align">A bylaw to regulate the use of Executive Powers in The International Democratic Union</div>
<br />
This IDU States Assembly,<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Grateful</span> that the members of The International Democratic Union (hereinafter “IDU”) who have the ability to eject/ban other members of the IDU are some of most well respected and upstanding members of the community.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">Believing</span> that it directly counters the founding principles of this region that said members would posses the unchecked ability to eject any member of the IDU for any reason deemed arbitrarily to be a "security threat." <br />
<br />
<span style="font-weight: bold;" class="mycode_b">Noting</span> that there is no regional definition of what a security threat is or looks like and therefore the members of The IDU with Founder privileges may and must interpret "security threats" as they see fit. <br />
<br />
<span style="font-weight: bold;" class="mycode_b">Acknowledging that</span>, although unlikely, a regional raid is a distinct possibility and a severe threat to the IDU as a region. As such, it would be unwise to prohibit founder privilege nations to use their executive function in times of actual time-sensitive crisis.<br />
<br />
With that said, hereby resolves the following<br />
<br />
§1 <span style="text-decoration: underline;" class="mycode_u">Ejection Protocol</span><br />
<br />
1. Defines Executive Powers as the ability to eject/ban users from the region and suppress the posts of another user<br />
<br />
2. Defines "Founder Privileges" as the individual users who have access to the Founder Nation, "The IDU"<br />
<br />
  3.  All members of the IDU with Executive Powers must do the following in the event that they see fit to eject a member for breaching regional policy:<br />
<br />
a. Formally declare their target and rationale for ejection on The IDU's Regional Message Board<br />
<br />
b. Contact another member of the IDU who holds Executive Powers and gain their explicit consent to eject the member. This consent should be expressed publicly on the RMB or other public method such as the IDU official discord chat.<br />
<br />
4. In the event that a user with founder privileges uses the founder nation to nominate a user for ejection, they must disclose which user they are.<br />
<br />
5. In the event that two or more nations with Executive Powers agree to the ejection of the target, herein referred to as "the defendant,” this assembly shall grant the defendant these following rights:<br />
<br />
a. A minimum of 24 hours to voluntarily leave the region<br />
<br />
b. A chance on to defend their actions or statements on a public chat such as the RMB or a specifically designated appeals channel/forum on either the IDU Forums or Discord.<br />
<br />
c. All nations with Executive Powers should take the merits of the defendant's argument into account and, should they prove valid, reverse their decision to eject.<br />
<br />
§2 <span style="text-decoration: underline;" class="mycode_u">Ejections of Regional Officials</span><br />
 <br />
1. Defines "Elected Official" as a user who's nation holds an regional role that they were elected to<br />
<br />
2. No Elected Official may be ejected or removed from position without an IDU Judiciary Committee hearing. In the event they are found to have breached regional policy, the defendant may be removed from office or ejected from the region by any user with eject/ban capabilities at the Committee’s discretion. <br />
<br />
§3 <span style="text-decoration: underline;" class="mycode_u">Raid/Raiding Provision</span><br />
<br />
1. Herby defines the following,<br />
<br />
a. A “Raid” as: The event in which a group of non-region native nations/users rapidly join the region with the intent of quickly electing a member of their group to the position of delegate via endorsements and harming the IDU. <br />
<br />
b. A “Raider” as: Any user or nation taking part in the raid<br />
<br />
2. In the event of a raid from an outside entity, it is the duty of those individuals granted Executive Powers to use every ability at their disposal to avert a crisis. In the event of a raid:<br />
<br />
a. Article I of this bill is suspended for the duration of the raid<br />
<br />
b. Any and all nations with executive powers have the right to eject, ban, and suppress the Message Board post(s) of any members they deem to be part of the raid<br />
<br />
c. If a non-democratically instated Delegate should take power, they are exempt from Article II and may be banned/ejected.<br />
<br />
c. After the invariable conclusion of the raid, when all raiders have been ejected or have left, Article I shall take effect again <br />
<br />
§4 <span style="text-decoration: underline;" class="mycode_u">Other Provisions and Exemptions</span><br />
<br />
  1. Users with Executive Powers may eject any member from the region during the Z-day Event for breaching the Anti-Zombie Policy so long as the following requirements are fulfilled:  <br />
<br />
a. Members of the region have been reminded of the Anti-Zombie Policy by messages on the Regional Message Board and given ample opportunity to correct of their actions<br />
<br />
  b. Is not the delegate  <br />
<br />
2. Upon the conclusion of Z-Day Event. The user in question shall be unbanned (if applicable) and formally invited to rejoin the region with all due cordiality.[]]></description>

The International Democratic Union States Assembly,<br />
<br />
THANKFUL for the democratic reality that we utilise elections to choose our leader,<br />
<br />
COGNISANT that, in a healthy democracy, elections are held at reasonable lengths,<br />
<br />
BELIEVING that the maximum of 1 year between elections, as permitted by the Regional Charter, is overly generous,<br />
<br />
Hereby Resolves the Following<br />
<br />
§1 <span style="text-decoration: underline;" class="mycode_u">Frequency and Process of the Delegate Scheduled Elections</span><br />
<br />
1. There shall be Scheduled Elections for Delegate every six (6) months; <br />
<br />
2. Voting for the office of Delegate in these Scheduled Elections will begin on January 1st (hereafter referred to as Schedule I Elections), and July 1st (hereafter referred to as Schedule II Elections);<br />
<br />
3.  The Election Commissioner shall oversee candidacy declarations, the voting process, and the declaration of the winner. The Election Commissioner shall be the Speaker of IDUSA. If the Speaker is themselves a candidate, or if they will be unavailable or indisposed, they must appoint a proxy to fulfil these duties and obligations;<br />
<br />
4. Nominations for candidates for the Schedule I Elections shall open on December 18th. Nominations for candidates for the Schedule II Elections shall open on June 17th. The time period for declaration of candidacy shall last no less than five (5) days, and no more than ten (10) days. The Election Commissioner shall have the discretion to set the time period within those boundaries;<br />
<br />
5. Voting shall last for seven (7) days. The Election Commissioner shall have the discretion to extend voting up to a maximum of five (5) further days;<br />
<br />
6. Voting shall take place in the voting chamber of the IDU States Assembly. Votes shall be cast by voice/text vote. No poll to count, tally, or otherwise collate the votes cast shall be valid.<br />
<br />
§2 <span style="text-decoration: underline;" class="mycode_u">Candidate and Voter Eligibility</span><br />
<br />
1. Only member nations of IDUSA who are also members of the World Assembly shall be eligible to be a candidate for, and hold the office of, Delegate;<br />
<br />
2. No member nation who has served two (2) consecutive terms as Delegate shall be eligible to seek any further term(s) unless, and until, another member nation has succeeded them and served at least one (1) full term as Delegate;<br />
<br />
3. Each member nation of IDUSA is allocated one (1) vote, and the usage of puppet states in the voting process is forbidden. The Election Commissioner will ensure that all votes be cast in public to verify that (a) fraud has not occurred, and (b) that puppet states have not been utilised;<br />
<br />
4. These Candidate and Voter Eligibility Regulations shall apply for all Scheduled and Special Elections for the Delegacy.<br />
<br />
§3 <span style="text-decoration: underline;" class="mycode_u">Special Elections</span><br />
<br />
1. IDUSA shall call Special Elections for the office of Delegate if the office is vacated, either through resignation, inactivity, or impeachment;<br />
<br />
2. Should the office of Delegate be vacated within one (1) month of the next Scheduled Elections, no Special Elections shall occur. The office shall remain vacant and the duties of the office fulfilled by the next active member in the Line of Succession who meets the eligibility criteria in §§2.1—2.2; <br />
<br />
3. Provision may be made by law to regulate and determine a Line of Succession;<br />
<br />
4. The Election Commissioner shall oversee candidacy declarations, the voting process, and the declaration of the winner. The Election Commissioner shall be the Speaker of IDUSA. If the Speaker is themselves a candidate, or if they will be unavailable or indisposed, they must appoint a proxy to fulfil these duties and obligations;<br />
<br />
5. Nominations for candidates for Special Elections shall open not more than thirty-six (36) hours after the office of Delegate is vacated. Nominations shall last for five (5) days;<br />
<br />
6. Voting shall last for seven (7) days. The Election Commissioner shall have the discretion to extend voting up to a maximum of three (3) further days;<br />
<br />
7. Delegates elected via Special Elections shall only serve until the next Scheduled Elections.<br />
<br />
§4 <span style="text-decoration: underline;" class="mycode_u">Results and Run-offs</span><br />
<br />
1. The Election Commissioner shall announce the results of the election promptly after the voting period has ended;<br />
<br />
2. The candidate with the most votes shall be declared the winner and Delegate;<br />
<br />
3. Should there be an equal numbers of votes (i.e. a tie) between the candidates polling the highest number of votes, a run-off election shall be held. The run-off election shall no more than thirty-six (36) hours after the results have been announced and shall last seven (7) days only;<br />
<br />
4. Should the run-off election result in yet another tie between the two highest polling candidates, length of continuous and non-broken membership of IDUSA shall be considered the tie-breaker. Should the two highest polling candidates also tie in terms of length of continuous and non-broken members of IDUSA, the candidate who has resided the longest in the IDU, without a break, shall be declared the winner;<br />
<br />
5. The candidate who receives the second highest number of votes, immediately behind the Delegate, shall be declared the Vice Delegate. Should no candidate exist, or should there be a tie between candidates holding the second highest number of votes, the Delegate shall have discretion in choosing the Vice Delegate.<br />
<br />
§6 <span style="text-decoration: underline;" class="mycode_u">Regulations</span><br />
<br />
1. The first Scheduled Elections this Act shall apply to will be the July 2019 Schedule II Elections; <br />
<br />
2. Any allegations of impropriety, fraud, or malfeasance, shall be referred to the IDU Judiciary Committee;<br />
<br />
3. Any serving member of the IDU Judiciary Committee who is a candidate, the Election Commissioner, or the outgoing Delegate, shall not be permitted to hear the case, and shall recuse themselves from it.]]></description>

4. These Candidate and Voter Eligibility Regulations shall apply for all Scheduled and Special Elections for the Delegacy.<br />
<br />
§3 <span style="text-decoration: underline;" class="mycode_u">Special Elections</span><br />
<br />
1. IDUSA shall call Special Elections for the office of Delegate if the office is vacated, either through resignation, inactivity, or impeachment;<br />
<br />
2. Should the office of Delegate be vacated within one (1) month of the next Scheduled Elections, no Special Elections shall occur. The office shall remain vacant and the duties of the office fulfilled by the next active member in the Line of Succession who meets the eligibility criteria in §§2.1—2.2; <br />
<br />
3. Provision may be made by law to regulate and determine a Line of Succession;<br />
<br />
4. The Election Commissioner shall oversee candidacy declarations, the voting process, and the declaration of the winner. The Election Commissioner shall be the Speaker of IDUSA. If the Speaker is themselves a candidate, or if they will be unavailable or indisposed, they must appoint a proxy to fulfil these duties and obligations;<br />
<br />
5. Nominations for candidates for Special Elections shall open not more than thirty-six (36) hours after the office of Delegate is vacated. Nominations shall last for five (5) days;<br />
<br />
6. Voting shall last for seven (7) days. The Election Commissioner shall have the discretion to extend voting up to a maximum of three (3) further days;<br />
<br />
7. Delegates elected via Special Elections shall only serve until the next Scheduled Elections.<br />
<br />
§4 <span style="text-decoration: underline;" class="mycode_u">Results and Run-offs</span><br />
<br />
1. The Election Commissioner shall announce the results of the election promptly after the voting period has ended;<br />
<br />
2. The candidate with the most votes shall be declared the winner and Delegate;<br />
<br />
3. Should there be an equal numbers of votes (i.e. a tie) between the candidates polling the highest number of votes, a run-off election shall be held. The run-off election shall no more than thirty-six (36) hours after the results have been announced and shall last seven (7) days only;<br />
<br />
4. Should the run-off election result in yet another tie between the two highest polling candidates, length of continuous and non-broken membership of IDUSA shall be considered the tie-breaker. Should the two highest polling candidates also tie in terms of length of continuous and non-broken members of IDUSA, the candidate who has resided the longest in the IDU, without a break, shall be declared the winner;<br />
<br />
5. The candidate who receives the second highest number of votes, immediately behind the Delegate, shall be declared the Vice Delegate. Should no candidate exist, or should there be a tie between candidates holding the second highest number of votes, the Delegate shall have discretion in choosing the Vice Delegate.<br />
<br />
§6 <span style="text-decoration: underline;" class="mycode_u">Regulations</span><br />
<br />
1. The first Scheduled Elections this Act shall apply to will be the July 2019 Schedule II Elections; <br />
<br />
2. Any allegations of impropriety, fraud, or malfeasance, shall be referred to the IDU Judiciary Committee;<br />

Such matters may include regionwide treaties, regional responses to international incidents and crises, approving peacekeeping missions or elections inspectors at the invitation of individual states, brokering truces and ceasefires between assenting belligerent nations, and adjudicating disputes between nations.<br />

The IAC shall determine its own membership, requirements of membership, officers, terms of office, and procedural rules.<br />

<br />
b) The WALL shall collectively exercise all powers and functions available to each signatory's Minister of World Assembly Affairs or equivalent official, and in place of that official, for increasing awareness and expertise on World Assembly matters among the regional populace of that signatory. These include, but are not limited to: organizing seminars on subjects related to World Assembly resolutions; telegramming World Assembly nations and using regional mass-telegramming infrastructure to facilitate this action; and peer-reviewing World Assembly resolution proposals prepared by members of the signatories.<br />
<br />
c) The WALL shall make decisions to exercise their powers and functions under this Section 2 and about the exact manner in which to do so by majority vote among the Ambassadors, and their decisions shall apply uniformly to all signatories.<br />
<br />
d) The WALL may empower individual Ambassadors to effect their decisions within each signatory.<br />
<br />

b) The WALL shall collectively exercise all powers and functions available to each signatory's Minister of World Assembly Affairs or equivalent official, and in place of that official, for increasing awareness and expertise on World Assembly matters among the regional populace of that signatory. These include, but are not limited to: organizing seminars on subjects related to World Assembly resolutions; telegramming World Assembly nations and using regional mass-telegramming infrastructure to facilitate this action; and peer-reviewing World Assembly resolution proposals prepared by members of the signatories.<br />

c) The WALL shall make decisions to exercise their powers and functions under this Section 2 and about the exact manner in which to do so by majority vote among the Ambassadors, and their decisions shall apply uniformly to all signatories.<br />
<br />
d) The WALL may empower individual Ambassadors to effect their decisions within each signatory.<br />
<br />
<span style="font-weight: bold;" class="mycode_b">3 Sponsorship and Opposition</span><br />
<br />
a) The WALL may, by majority vote, decide to sponsor or oppose a World Assembly resolution proposal.<br />
<br />
b) The World Assembly Delegates of the signatories shall approve of sponsored World Assembly resolution proposals. The World Assembly Delegates of the signatories shall not approve of opposed World Assembly resolution proposals.<br />
<br />
c) Notwithstanding any other provision of this treaty, the signatories reserve their sovereign right to determine the final vote of their respective World Assembly Delegates on all World Assembly resolution proposals according to their internal laws and regulations.]]></content:encoded>

3. The parties will not undermine one another through subterfuge, espionage, invasion, or any other means.<br />
4. The parties will defend one another to the best of their ability on the request of the other party.<br />
5. The parties will share any intelligence relevant to the defense of the other party.<br />
6. The parties will support resolutions proposed by members of the other party in the General Assembly by a Delegate vote in favor within a minute of it reaching the floor so long as (i) the other party publicly registered the request sufficiently in advance, (ii) accommodated any limitations as to when the Delegate may be available to vote, and (iii) provided that a plurality of active WA members in the Delegate’s region do not thereafter object to the resolution while it is at vote.<br />
